    Summary Provides project/program management support to programs and/or projects ensuring that implementation and defined activities are carried out in accordance with specified objectives
    Manages projects/programs of varying complexity and size
    Participates on teams through some or all phases of projects including Project Initiation, Project Planning, Project Execution, Project Monitoring and Control, Project Closure
    Ensures that the project plan, scope, work breakdown structure, schedule, risk, budget, and deliverables are in alignment with the project/program goals and objectives as defined by the statement of work
    Facilitates the efforts of team members to achieve their project and/or task goals and initiatives.


    • Assigns resources to projects, establishes project objectives, and monitors progress.
    • Develops project plans, and facilitates resolution of all issues to reach project goals.
    • Manages project budget to reach revenue, cost, and profit targets.
    • Manages and communicates ongoing changes in tasks, goals, or performance.
    • Participates in client meetings, contract finalization, and development of requirements and specifications.
    • Prioritizes, tracks, and manages complex projects ensuring deadlines are met.
    • Monitors progress, and adjusts schedules and resources to meet key goals.
    • Identifies and minimizes risks and issues; escalates and mitigates as needed.
    • Facilitates and guides meetings and project planning to ensure appropriate scope and resource allocation.
    • May be responsible for ensuring successful integration of all project/program segments and services.
    • May serve as primary liaison with project/program sponsors, customers and other stakeholders
    Responsibilities


    • The Program Manager (PM) will oversee the GAIT contract and ensure the tasks and requirements contained within this PWS are accomplished efficiently and effectively

    Single point of contact for addressing contract issues, quality issues, and overall Contractor This may include coordination with the Contracting Officer (KO) and the Contracting Officer Representative / Task Order (COR/COR-TO) to resolve any issues that may arise, trends relating to this contract, proposed changes, or modifications to this contract.


    • Personnel supporting this contract will address the GAIT NSC at Fort Detrick primarily but will also address the manning needs at the alternate locations at Fort Bragg, North Carolina
    Fort Bragg will function in tandem with the Fort Detrick site to provide Continuity of Operations (COOP).

    • Manage GAIT resources to include personnel
    Overall responsible for shift management to ensure that fully qualified personnel are on duty
    Responsible for personnel training as required for new capabilities and to certify that new personnel are qualified on all tasks required for their position
    Validate and submit for government approval all travel requests.

    • Manage GAIT financial resources
    Track expenditures and submit a monthly financial report.

    • Manage the GAIT New Employee Training and Certification Program ensuring compliance with the government standards of knowledge
    Provide remediation for any new employee not making suitable progress in the onboarding process

    Inform the government prior to any member being allowed to operate independently as a shift member upon completion of the site certification program.


    • Oversee the Quality Assurance and Quality Control Plans.
    • Oversee the Army GAIT contract and ensure the tasks and requirements contained within this PWS are accomplished efficiently and effectively
    Serve as the single point of contact for addressing contract issues, quality issues, and overall Contractor performance
    This may include coordination with the CO and the COR/COR-TO to resolve any issues that may arise, trends relating to the contract, proposed changes or modifications to this contract

    Qualifications Education and Certification:

    • Minimum bachelor's degree and eight years related experience, or a combination of equivalent experience and training.
    • PMP preferred.
    • Prior Army (preferred)/military SATCOM and/or tactical network experience highly desirable
    • Top Secret Clearance - Desired
    Secret Clearance - Required.

    Knowledge and Experience:
