POSITION PURPOSE:
The Sr.

Project Controls Planning Manager provides management, leadership, and direction in the development of proposal schedules at time of bidding/proposal through the process of execution.

In general, this role shall also oversee and apply sound judgement in effectively leading a team of Project Control Engineers/Planners in the planning function ensuring proposal schedules are developed and align with cost proposals and ensuring schedules are submitted on time by Project Controls Engineers/Planners.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
+ Responsible for establishing and implementing standard Planning policy and procedures for all Business lines and Government Contractors (DOE, NAVAC, USACE, DOD) in compliance with Earned Value Management Systems (EVMS) performance standards, controls, and reporting along with North Wind's policy and procedures. + Develop and implement policy and procedures standardizing the development of proposal schedule based on business lines and/or client expectations.
