    Job Summary

    To oversee in the preparation and submission of contractual agreements with existing State and University laws, rules, and regulations for Job Order Contract task orders, invoices, prebid meetings, bid openings, bid evaluation, contract negotiations, contract preparation and award, and spreadsheets for contract accounting.

    Essential Duties and Responsibilities
    Develop administrative procedures for construction or service contracts. Conducts technical reviews of contracts and verify contract data.
    Compiles information from contractor bid proposals/bid specifications. Inputs, edits, retrieves and accumulates documents/reports related to contract development/contractor performance.

    Processes/creates initial contract agreements, insurance and bonds, background checks, memo of understanding for documented workers, project checklists, encumbrances, notice to proceed, change orders, field orders, pay requests, and etc.

    Bid, contract, and manage the natural gas supply contract for Campus.
    Maintains bid information for UT-Arlington in UT aggregation group for supply of electricity to Campus.
    Contract and manage contract with electric provider.
    Train and serve as a resource to the Contract Specialist.

    Review Contract Specialist work in UT-Share to ensure compliance with accounting requirements to identify and resolve any discrepancies in purchase orders, vouchers, and cost centers or project accounts.

    Assists departmental manager or contract administrator and other contract staff in the preparation and submission of contractual agreements between Facilities Management and construction contractors and professional service providers.

    Assists in the planning, development, award, and on-going management of complex construction or service contracts and proposals.
    Use UT-Share and contract spreadsheets to prepare year-end reports for Construction in Progress, Retainage Held, and Quantity/Ethnicity of


    HUB
    bids sent out and received.
    Interacts with staff, clients, and outside contractors on contractual inquiries and contract performance. Assists with bid protests and contract dispute resolution.
    Serves as Historically Underutilized Business (
    HUB) Coordinator for the department.

    Required Qualifications


    Bachelor's degree with Seven (7) years of relevant experience management, administration or preparation of contracts, account reconciliation, records management, or other related experience.

    Equivalent combination of relevant education and experience may be substituted as appropriate.
    Preferred Qualifications

    Certification from a professional contracting or purchasing organization as

    CPM ,

    CTPM ,

    CTCM , or

    CPPO . Ability to certify as Certified Texas Contract Manager ( CTCM ) within 18 months of hire.
    Detail Oriented individual with excellent speaking, written, and interpersonal communication skills.
    Knowledge, Skills and Abilities

    Experience with PeopleSoft software, Microsoft Office software and UT mainframe programs.
    Excellent typing and accounting skills. Ability to review Architectural drawings and specifications.
    Other Requirements

    Working Conditions
    General office environment. Minimum travel and occasional longer work hours probable.

    Class "C" Operator's Driver's License. Security Sensitive position; Criminal background check conducted.
