    The purpose of the Emergency Management Performance Grant (EMPG) program is to provide funds to assist state, local, territorial and tribal governments in preparing for all hazards.

    The EMPG Program Manager oversees the EMPG grant on behalf of the state of Maine, and provides the necessary direction, coordination, guidance and technical assistance to support a comprehensive all hazards emergency preparedness system.

    This position requires reporting to the Maine Emergency Management office in Augusta, ME on Monday and Tuesday of every week, with the potential for remote work the remainder of the week (with supervisor approval).This position will serve in the State Emergency Operations Center when activated, and in the field after a disaster to assist with recovery needs.

    State-wide travel & occasional out-of-state travel required.


    Primary responsibilities include:

    Interprets program trends, results, and related data to formulate recommendations to MEMA's leadership team on programmatic, financial, and agency preparedness focal points.

    Administers contracts associated with the Emergency Management Performance Grant and monitors expenditures of funds in order to stay in accordance with (1) agency preparedness objectives and (2) federal and state grant guidelines.

    Reviews and analyzes laws, rules, regulations, policies, and procedures; and makes recommendations for revision or repeal in order to ensure compliance of MEMA and program sub-recipients.

    Consult with federal, state, county, and local agencies in order to provide technical assistance concerning all aspects of the Emergency Management Performance Grant.

    Consult with program coordinators and federal contract/grant specialists in developing program guidelines and contract/grant proposals in order to monitor agency compliance with federal contract/grant requirements.

    Monitors activities of sub-recipients as necessary through annual desk reviews and reviews systems of internal controls in order to ensure that federal awards are used appropriately, performance goals are achieved, and ensuring compliance with applicable laws, rules, and regulations.

    Retains accurate financial and programmatic spreadsheets/documentation across all subrecipients and oversees all aspects of a grant program including eligibility determination, application development, grant award, quarterly reporting, reimbursement processing, and project/program closeout.


    Skills or knowledge required:
    Knowledge of Emergency Management practices and related fields.
    Knowledge of budget methods, techniques, and practices.
    Knowledge of the structure & functions of state, regional & local government.
    Knowledge of grants and accessibility of federal and state funds.
    Knowledge of contract administration practices and procedures.
    Knowledge of auditing standards, procedures, and practices.
    Ability to interpret program trends, results, and related data to formulate recommendations.
    Ability to manage multiple priorities with strong skills in problem-solving.
    Ability to communicate effectively in writing and verbally.
    Ability to develop and analyze complex programmatic and financial information.
    Ability to work both independently and in a team environment.


    Minimum qualifications:
    An eight year combination of education, training, and or progressively responsible experience in procurement support, contract/grant compliance
