    Minimum Qualifications


    MINIMUM QUALIFICATIONS:

    NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At this time, agencies may recruit and hire employees by making temporary appointments.

    In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    NON-COMPETITIVE


    MINIMUM QUALIFICATIONS:
    To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position


    The qualifications are:

    • a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
    • a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
    • a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
    • Two years of the experience in information technology

    PROMOTION:
    Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 or Information Technology Specialist 1 (Programming)

    SPECIALIZED REQUIREMENTS:

    Candidates must possess:

    • A bachelor's degree in one of the following areas: Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering

    Duties Description The New York State Education Department's (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Information Technology Specialist 2 (Programming) position in the Office of Information Technology Services.

    The incumbent of this position will serve as members of the Business Solutions team, providing programming support for NYSED's enterprise applications, and developing Information Technology (IT) solutions to support the business needs of NYSED.

    Duties of this position include, but are not limited to, the following:


    • Develop and maintain IT solutions and web applications written in Java, SQL, Javascript/VueJS, PL/SQL, HTML, and CSS/SASS. This includes new analysis and development, troubleshooting, testing, and deployment;
    • Collaborate with program office and IT staff to understand, document, and implement business requirements;
    • Design, maintain, and modify Oracle SQL databases to support web applications;
    • Ensure all code has unit and integration testing in place prior to deployment;
    • Identify and troubleshoot problems and subsequently offer and implement necessary solutions;
    • Take part in a traineeship to determine programming skill levels while offering the opportunity to improve proficiency to multiple disciplines;
    • Utilize department standards for work tracking and version control, including the use of Jira Confluence and Git; and
    • Ensure that systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices, to foster the integrity of data and automated systems.

    CONDITIONS OF EMPLOYMENT:
    This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments.

    Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework and experience will be required at the time of interview for all candidates. This position leads to a maximum salary of $82,656 based on annual performance advances.
