    Description
    The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Director's Office.


    The Montana Medicaid and the Children's Health Insurance Program (CHIP) have a budget in excess of $1 billion and provide services to more than 130,000 Montanans.

    The State Plan Amendments (SPAs) and Waivers are "contractual" agreements between Montana and the federal Medicaid and CHIP Programs.

    The SPAs and Waivers specify how a person is eligible for Medicaid or CHIP, what services the person may receive, state administrative requirements, providers' qualifications and reimbursement.

    The Medicaid/CHIP State Plan and Waiver Coordinator oversees the Medicaid State Plan Amendment (SPAs) and Waiver process


    Key responsibilities include:
    1) Coordinate and complete multiple and simultaneously executed waivers and state plan submissions.

    2) Negotiate and communicate with CMS (Center for Medicare and Medicaid Services) to ensure Montana obtains and maintains federally approved State Plans and Waivers; 3) Provide expert guidance to staff and interprets federal rules and regulations to create viable approaches and options; and 4) Analyzes and makes recommendations about whether the Medicaid and CHIP State Director should approve or request further changes to SPAs and Waivers from state staff prior to submittal.

    Qualifications for this Career Opportunity


    • Familiarity with Medicaid federal and state laws, rules, and regulations.
    • Strong analytical and critical thinking skills.
    • Ability to be detailed oriented but yet recognize the big picture.
    • Ability to interact with a diverse groups, federal officers, staff, and subject matter experts.
    • Ability to research and interpret federal and state health care regulations.
    • Skill in technical writing and verbal communication.
    • Skill in managing competing timelines and deadlines and managing the logistics of numerous complex projects.
    • Ability to operate a personal computer and general office equipment as necessary to complete the essential functions, including using spreadsheet, word processing, database, email, internet and other computer programs.
    • Meet minimum qualifications:
    • Bachelor's degree in health care, human services, business or public administration.
    • Three years' experience in health care or human service programs or technical writing with SPAs, waivers, program policy or similar documents.
    • Other combinations of education and experience may be considered on a case-by-case basis.
    • Experience with the Medicaid or CHIP programs/rules and a regulation is preferred.

    Additional Information

    This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

    This position may be eligible for a statutory $1.50 an hour base pay increase effective July 1, 2024.

    This position may be eligible for moving and relocation reimbursement. Specific conditions will be provided by the supervisor and must adhere to DPHHS policy.
