Job DescriptionEssential Functions:
· Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g., proposals, negotiations, contract execution, etc.
· Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
· Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
· Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
· Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
· Expert at problem solving by leveraging experience and through analysis of data.
· Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
· Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
· Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
· Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts.
· Experience with Intellectual Property (IP) and Patent requirements
· Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance.
· Ability to travel domestically and internationally if needed.
