Description

AOPC/Finance – which is comprised of a staff of 17 employees, provides critical management of budget, accounting, and payroll systems for the entire Unified Judicial System (UJS).

The finance team serves as the primary resource for the organization on financial matters and manages a budget of approximately $500 million.

The team also manages and responds to public requests for financial information, including managing information made available on the judiciary's website.

Finally, the finance team develops and recommends policies and procedures on accounting, budget, and procurement issues and trains staff at all levels in their use.

The AOPC is seeking a highly skilled and motivated budget analyst to join our organization. This professional position is responsible for the ongoing budgeting and financial management requirements of the UJS.

Responsibilities include but are not limited to preparing budget projections, developing information relative to financial requirements, preparing annual funding requests and budgets, monitoring spending, and overseeing the planning and use of financial resources.

The selected candidate will work independently under the direction of the Budget Administrator.
Primary Duties

Provides fiscal review/oversight throughout the fiscal year for appropriation assignments.
Reviews/approves purchases for assigned appropriations.
Monitors contracts/encumbrances in the financial system.

Reviews financial transactions to ensure they are correctly charged to the appropriate appropriation and are reflected accurately on financial reports.

Prepares budget requests for appropriation assignments; gathers and organizes all necessary information to be included in the budget request.
Meet with and guide department managers in formulating their budget needs and provide periodic expenditure information.

Collaborates with other budget staff to compile all budget requests into a single submission on behalf of the UJS in the required format and within the established timelines.

Responsible for preparing the annual contract listing, including the ongoing entry, review, and maintenance of contract information in the accounting system.

Distributes the final version of the contract listing.
Monitors federal grant fund spending from a budgetary perspective and reviews costs for allowability.
Tracks revenue collections from filing fees monthly; investigates deviations from historical collections. Prepares cash flow analysis, including multiple funding scenarios.
Reviews/monitors proposed legislation for the purpose of preparing a fiscal impact analysis.
Minimum Qualifications

Bachelor's degree from an accredited college or university; AND
Two years of professional budget analysis experience.
An equivalent combination of education, experience, and / or training may be considered.
Additional Requirements/Preferences

Strong analytical, organization, communication, and writing skills are required.
Attention to detail is essential.
Ability to work in a team environment required.
Advanced working knowledge of SharePoint, Excel, and Word is required.
Experience with information technology (IT) terminology and budgeting is strongly preferred.
A satisfactory criminal background check is required.
