    DESCRIPTION:
    Our client is seeking a Senior SAS/SQL Programmer/Analyst to design and conduct studies on the utilization and cost of health care services provided to Maryland residents using insurance claims and enrollment information provided by all major private payers, Medicaid and Medicare in Maryland to the client

    Task:
    Create and maintain a detailed work plan for all tasks to be completed by the Contractor. The work plan shall be updated monthly or more frequently as requested by the Contract Monitor.

    At a minimum, the work plan shall include:
    Specific tasks, milestones, and begin/complete dates;Resource needs and limitations.

    Provide with progress reports at least bi-weekly and as requested by the Contract Monitor; all reports shall be provided in a format acceptable by and contain, at a minimum:The status of each task;A description of any problems or limitations encountered and solutions to address each problem or limitation;Updates to the work plan, as needed;Key activities accomplished since the last progress report;Key activities that are delayed and for which the complete date noted in the work plan may potentially be missed; andKey activities on the horizon.

    Meet with client virtually weekly or as requested by the Contract Monito'Design protocols for data analysis Planning and conducting analysis file creation and data analysesSelecting and performing analytical studiesPreparing written and graphic interpretations of analytical findings.

    Assisting in the development and review of analytical reports, including reports prepared by contractors , all under the direction of the Chief, Cost and QualityRequired/Desired SkillsProvide programming and analytical support in the design, develop and refinement of project plans and associated analytical projects based primarily on the analysis of the AllPayer Claims Database (APCD) data.

    Prepare materials about the methods and results for staff presentations to the Commission, other governmental agencies, health insurers and HMOs, and other stakeholders.

    Provide programming and analytical support in analyses of the APCD for state partners to support monitoring and informing state administrative decisions.

    Provide programming and analytical support in the design, development and revisions of methodology used to produce estimates for statewide healthcare expenditure levels and estimates of changes over time using the APCD data.

    Provide programming and analytical support to staff in the primary care investment calculations by private payer and Medicaid in preparation for Primary Care Workgroup meetings.

    Five years of experience using SAS or SQL for analytical reporting is required.

    Three years of experience evaluating, analyzing, researching, and developing health care services, policies, and programsExcellent oral and written communication skills are required.

    Experience conducting research on large health care databases is preferred.
    Familiarity with the Affordable Care Act and the use of All Payer Claims Databases is preferred#J-18808-Ljbffr
