    Lilly is currently constructing an advanced manufacturing facility for production of API molecules located in Lebanon, IN. This facility is Lilly's largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities. This is a unique opportunity to be a part of the site team for the startup of a greenfield manufacturing site, and the successful candidate will help to build the programs and business processes to enable a successful startup into GMP manufacturing operations.

    Main Purpose and Objectives of Position:

    The Division Chief of Training – HSE Fire and Rescue is part of the Lilly Lebanon API Health, Safety, and Environmental (HSE) team and serves as administrator in performance and direction of activities to manage the fire and rescue training program. This role ensures that personnel are trained and competent to effectively, efficiently, and safely execute all responsibilities consistent with standard operating guidelines for emergency services delivery. This position serves as "second-in-command" of the fire and rescue team and has the rank of Deputy Chief. The primary focus of the position is training leaving day to day management of the fire and rescue team with the Fire Chief at Lilly's Lebanon campus, which consists of the API Manufacturing and Advanced Therapies manufacturing sites.

    Key Responsibilities for this role include:

  • Administer fire and rescue policies and procedures for the management of instructional resources, staff, facilities, records, and reports.
  • Administer a training record system ensuring the information meets all company, agency, and legal requirements and is readily accessible.
  • Select instructional staff that assists with meeting fire and rescue policies and instructional goals.
  • Construct a performance-based instructor evaluation plan so that instructors are evaluated at regular intervals.
  • Write training equipment purchasing specification to support the training program goals.
  • Plan, develop, and implement comprehensive fire and rescue training programs and curricula.
  • Identify instructional needs by conducting periodic department analysis.
  • Design programs or curricula to support the fire and rescue team's goals ensuring knowledge and skills are job related, performance based, adult learning principles are utilized, and programs meet time and budget.
  • Develop a course evaluation plan to ensure objectives are measurable and follow fire and rescue policies.
  • Schedule instructional sessions to make sure those specific training topics are delivered according to policy.
  • Formulate budgetary needs to identify and document the resources required to meet training goals.
  • Acquire training resources according to policy within established timelines and budget.
  • Supervise other instructors and participants during training to guarantee that applicable safety standards and practices are followed in addition to meeting instructional goals.
  • Participate in pre-emergency planning and assist in the implementation of the emergency plans with both on-site and local emergency organizations.
  • Respond to site emergencies as a technical resource to the incident commander and to the site emergency management team.
  • Attend required or mandatory seminars/conferences to obtain new and/or maintain appropriate fire safety/code requirements.
  • Be a collaborative, inclusive, energetic HSE team member, and support the broader HSE team across all assigned aspects of operational readiness and startup. Support the project team to deliver the facility as a key stakeholder providing feedback and support on fire and rescue / emergency response / security design decisions and startup plan (as needed). Collaborate to ensure the right decisions are made to meet project deliverables and compliance requirements. Minimum Requirements:
  • Minimum of five (5) years fire and rescue / emergency response leadership experience in in a manufacturing setting.
  • High School Diploma
  • Experience implementing and managing emergency response programs.
  • Relevant training/certifications: Indiana Firefighter I/II, Emergency Medical Technician (EMT-B or higher), Hazardous Materials Technician, Fire Officer Strategy and Tactics, CPR Certification, Instructor I (II/III preferred).
  • Must hold and maintain a clean driving record.Additional Preferences:
  • Experience interfacing with regulatory agencies regarding emergency response.
  • Incident Command training (NIMS 100, 200, 300, 400, 700, 800)
  • CPR Instructor.
  • Driver Operator/Pumper Certification.
  • Must have strong interpersonal skills, the ability to instill teamwork within the department, and promote a cross-functional, collaborative work environment.
  • Must possess strong computer and administrative skills.
