    Job Description

    To assist the manager in planning and directing the optimization, development, management, negotiation and control of vendor contracts, relationships and performance for the efficient delivery of external labor and other Talent Acquisition related products and services. Develop and manage relationships with vendors in support of current and future business needs and serve as the credit union's point of contact for vendor matters related to contracted staff. Ensure vendor provided services support business objectives and meet contractual stipulations.

    Responsibilities
    • Manage and direct operations to ensure targets, service level agreements and corporate objectives are met
    • Assist in developing and managing a competitive external labor vendor pool to fulfill the human capital needs of the enterprise
    • Serve as subject matter expert on co-employment laws and regulations related to external labor
    • Build and maintain relationships with vendors, hiring managers, and other business units to support the strategic goal of providing a highly skilled temporary workforce
    • Assist in leading high level projects, reorganization requests, and executive reporting needs
    • Research and resolve complex systems interface issues, including timesheet and billing problems
    • Negotiate mark-up rates, refund schedules, and other contract terms to agreeable terms for both the vendor and Navy Federal
    • Engage Procurement, General Counsel, and Business Partners in managing vendors and authoring/evaluating contracts, purchase orders, statements of work, and key performance indicators; and addressing/resolving issues not covered within contract
    • Manage vendor(s) by developing expectations, measuring performance, and building a strong business partnership
    • Assist in conducting periodic performance review meetings with vendors consistent with vendor risk and criticality classification; establish vendor improvement plan as needed
    • Support and facilitate the process for identifying, prioritizing, selecting and optimizing vendors to support the corporate business strategy
    • Implement risk assessments of new and existing vendors and strategies and procedures to minimize risk
    • Review existing vendor management policies and procedures; augment with industry best practices, as necessary
    • Identify and resolve operational and performance gaps and obstacles; implement changes and improvements
    • Assist in managing and optimizing Vendor Management System for internal clients, vendor partners, and current external labor
    • Assist leadership in compiling required documentation and information during audits and inquiries; assists with the completion, evaluation, and submission of reports
    • Contribute to a culture of collaboration by actively working across business lines, communicating knowledge and business processes to other business units
    • Perform supervisory/managerial responsibilities - Ensure adequate/skilled staffing; select employees - Establish performance goals and priorities - Prepare, conduct and review performance appraisals - Develop, mentor and counsel staff - Ensure section/branch goals and objectives align with division/department strategy - Ensure efficiency of operations - Leadership Level
    • Perform other duties as assigned.
    Qualifications
    • Experience in vendor management processes, procedures, and industry best practices
    • Working knowledge of contract terminology with a clear understanding of their inter-relationships
    • Experience in establishing and enforcing vendor contracts and service level agreements
    • Exposure to developing, implementing and managing a formalized process of selecting, monitoring and auditing vendors
    • Working knowledge of vendor management systems and associated workflows
    • Knowledge, or ability to quickly obtain knowledge, of enterprise human capital portfolio
    • Advanced knowledge of compliance related to external labor, third party relationships, and payment of services
    • Experience in supervising, leading, guiding and mentoring professional employees
    • Significant experience working effectively with all levels of staff, management, and stakeholders
    • Highly Effective in building effective relationships through rapport, trust, diplomacy, and tact
    • Significant experience with interpreting contractual language and operationalizing policies & procedures from said language
    • Ability to manage multiple projects, resolve conflicting requests, meet changing requirements and priorities, and meet deadlines and budgets
    • Advanced knowledge and understanding of Title VII, Age Discrimination in Employment Act, Americans with Disabilities Act, Affirmative Action Plan, and other state regulations governing recruiting and co-employment practices
    • Working knowledge of Navy Federal processes, procedures, systems, and policies
    • Knowledge of the financial services industry
    • Experience preparing and reviewing RFPs, RFIs, SOWs
    • Significant skill in project management to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation
    • Effective skill resolving conflicting requests and meeting changing requirements
    • Advanced skill presenting findings, conclusions, alternatives and information clearly and concisely
    • Effective skill exercising initiative and using good judgment to make sound decisions
    • Effective skill in results-oriented leadership in a challenging environment
    • Advanced skill to influence, negotiate & persuade to reach agreeable exchange & positive outcomes
    • Bachelor's Degree in Business, Finance or related field, or the equivalent combination of education, training, and experience
    • Advance degree in a related field
