- Drives the organization's financial strategic planning while protecting the company's revenues and profits to achieve full financial stability and sustainable growth of the clinics programs/services.
- Maintains responsibility for the general ledger, accuracy of journal entries made to the general ledger, including reviewing and/or posting entries and supervision of Accounting staff to ensure compliance and timely reporting according to GAAP.
- Reports on programmatic strategies and financial strengths and challenges to the Executive Director and Board of Directors, and performs risk management by analyzing the organization's liabilities and investments.
- In coordination with the Executive Director, develops organization-wide, grants, department budgets and capital budgets; oversees budget implementation, monitors adherence to budget, and provides analysis and feedback to leadership.
- Oversees the development, implementation, and evaluation of objectives, policies, procedures, and operations for all assigned fiscal areas to ensure effective internal controls and maximum revenue reimbursement, utilization, and compliance with applicable local, state, and federal regulations and agency guidelines.
- Oversees corporate tax filings, audits and compliance reports, and ensures the timely submission of all filings.
- Provides direction and oversight of the Revenue Cycle Operations, including but not limited to charge capture, billing, claim follow-up and collections, payment application, denials management and accounts receivable balances of all Medicaid/Medicare and managed care billing.
- Coordinates with the audit firm/external auditor to ensure timely completion of the annual external audit and filing of tax returns after review and approval of the Executive Director and Board.
- Responsible for the completion of financial, regulatory and special reports as required by government agencies and private third-party agencies such as the Uniformed Data System (UDS) and OSPHD reports, Medicare/Medicaid Cost Reports, FQHC Cost Reports, Annual Medi-Cal Reconciliation, and all other required related financial data.
- Oversees financial modeling for changes in managed care reimbursement rates and contract changes with payors, working closely with the administration for managed care negotiations.
- Represents the department's interests at the local, state, and federal levels regarding health care funding, revenue reimbursement, and financial compliance.
- Analyzes and evaluates business cases and financial impact of potential for new partnerships, programs, products, and services.
- Responsible for fixed assets management: maintaining the fixed asset system and depreciation calculations.
- Evaluates and oversees all organizational insurance policies, and ensures the ongoing maintenance of all policies including general liability, property, malpractice, cybersecurity, directors and officers.
- Oversees organizational purchasing functions in accordance with procurement policies and procedures; supports departments in evaluation of large purchases
- Responsible for the following cash management activities: monitor cash flow on a continual basis, prepare bank reconciliations, audit cash receipts, and audit accounts receivable.
- Prepares the financial statements, income statements, balance sheets and tax reports on a monthly, quarterly, and annual basis as appropriate.
- Participates with other members of the executive management team with the development of current and long-range objectives, plans, and policies and overall management of the FQHC.
- Responsible for grant fund administration; prepares grant budgets and budget revisions for new and continuing funded activities; prepare and submit quarterly and closing grant financial reports; and make recommendations regarding other income projections and expenditures.
- Assist Executive Director as directed and perform other duties as assigned.
- Ability to analyze and interpret government regulations specific to the health care industry.
- Knowledge of governmental cost principles, budgetary and reporting requirements, and auditing standards.
- Specific knowledge of not-for- profit accounting principles.
- Knowledge of generally accepted accounting principles (GAAP) and accounting and auditing practices.
- Excellent problem solving, and written and verbal communication skills, with a high degree of accuracy.
- Positive management style.
- Grant fund accounting experience required.
- Education: BA or BS degree in business administration, with a major in accounting.
- Certified Public Accountant preferred.
- License: Will be required if hired with CPA certification.
- Experience: Three years or more of health care accounting experience with healthcare and/or Federally Qualified Health Center required.

JOB SUMMARY
The CFO is directly responsible for all financial systems and fiscal functions of the organization and ensures legal and regulatory compliance for all accounting and financial activities, contributing to the strength, growth, and long‐term development of the organization.
Overall, this position will oversee the administration of budgeting, accounting, purchasing, payroll, grants management, audit, internal and external reporting, cash flow management, financial planning and analysis, compliance with regulatory requirements, revenue cycle management, and other fiscal activities.
This position reports to the Executive Director/CEO and participates as a member of the organization's leadership team.ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for financial activities, including fiscal services, revenue services, general accounting, payroll, accounts payable/receivable, patients financial services, program audits and reimbursement, contract administration, purchasing, and capital planning.
