    The MILSATCOM Lead Technician will report directly to the MILSATCOM Supervisor. This position is located at Thule AFB (Pituffik), Greenland.

    The MILSATCOM Lead Technician assists the MILSATCOM Supervisor with the overall activities of the Military Satellite Communications (MILSATCOM) work center. Objectives of the position are to directly complement the operations, maintenance, engineering/analysis tasks necessary to meet MILSATCOM operational requirements. The major emphasis is to ensure contractor controlled availability rates meet or exceed Performance Work Statement (PWS) requirements, that site reporting is accomplished flawlessly, and critical system failures are rapidly and accurately reported and resolved. Other duties and responsibilities may be assigned to meet the changing needs of contract performance.

    Essential Duties and Responsibilities:
    • Assist the MSC supervisor with the supervision of the communications maintenance work center utilizing the appropriate operating instructions, Technical Orders, and Defense Information System Agency (DISA) Circulars, in the operation and repair of equipment. Ensures operational availability requirements are satisfied in accordance with the Performance Work Statement (PWS). Comprehends technical data and is able to use test equipment for system troubleshooting and repair.
    • Responsible for the training of new personnel in a timely manner, and conducting recurring training as needed.
    • Updates training records, and ensures training programs are up to date with the installation or removal of equipment.
    • Creates and submits appropriate reports (satellite equipment reports, outage reports, unscheduled event reports) as needed. Requests Authorized Service Interruption's (ASI's) as needed to perform maintenance.
    • Is the alternate equipment custodian responsible for maintaining the Custodian Authorization & Custody Receipt Listing (CA/CRL) and all associated paperwork for the account. Works in conjunction with supply on matters of turning in or ordering of equipment items. Conducts inventories of all equipment items and ensures that they are labeled correctly.
    • Is the alternate COMSEC Responsible Officer (CRO) for the area. Receives and accounts for all new COMSEC from the COMSEC Manager (CSM). Ensure proper shift to shift inventory of all COMSEC material is conducted and annotated in the Master Station Log (MSL).
    • Oversees crypto updates and verifies proper destruction practices are being followed and annotated on the correct forms. Creates Emergency Action Plans (EAP) for situations in accordance with proper directives.
    • Works with Network Control Terminals (NCT), telecommunications users, Network Operation System Centers (NOSC) and other facilities in the timely troubleshooting and restoration of communications.
    • Coordinates with the Precision Measurement Equipment Lab (PMEL) on ordering new test equipment or repair/replacement of older test equipment. Turn in and receive equipment that needs to be calibrated and returning from calibration.
    • Coordinates with other agencies and offices concerning equipment installations.
    • Is accountable for supply point and bench stock items. Requests funds prior to utilization of parts. Conducts a monthly inventory of bench stock items and completes annual/periodic inventories.
    • Executes the proper actions for incoming and outgoing classified documents and equipment. Ensures the proper documentation and packaging of these items.
    • Updates operating instructions to account for new procedures or policies.
    • Is the Chief of Records (COR) for the office, oversees the office filing system to insure completeness and correct filling of items using the AFRIMS program IAW Air Force Policies, DISA Circulars, and other directives.
    • Inputs equipment data Preventative Maintenance Inspections (PMI) schedules into the Integrated Maintenance Data System (IMDS). Checks weekly status of overdue PMIs, and corrects errors to input data.
    • Provides duty relief to subordinate personnel for meal, restroom, and storm breaks.
    Educational/Training Requirements:
    • High School Diploma or Equivalent.
    • Completion of civilian or military SATCOM training, Technical Control training or the equivalent.
    • Minimum of four years of experience in office administration with demonstrated skills in the use of automated office products such as Microsoft Office (Word, Excel, Outlook).
    • Must have an Active Security Clearance.
    Required Skills/Experience:
    • COMPTIA Security+ CE certification required.
    • Preference is given for a degree in communications, computers, or electrical systems training along with military leadership and management experience to include military leadership schools.
    • Excellent communication skills both written and verbally.
    Supervision:
    • The MILSATCOM Supervisor serves as the general supervisor for the MILSATCOM Lead Technician.
    • Responsibilities for Work of Others: Ensures all work center personnel are performing their tasks as assigned. During MSC Supervisor absence, MSC Lead is primary interface between Site Management and work center.
    Work Environment:
    • Expected to be able to lift to 20 to 30 pound loads on occasion in a normal working office environment and may work extended hours on weekends and holidays. Travel throughout the Thule Defense area is routinely required. Rotation schedule will be 8 weeks on and 5 weeks off with possibility of adjustment. A 66-hour work week will be the norm.
    • Thule AB, Greenland, is located approximately 755 nautical miles north of the Artic Circle with a transitory Military, DoD Civilian and Foreign National population. Ambient temperatures during the nine-month winter, where at least three months are in 24/7 total darkness, range from the mid 20-degree F, to - 40/-60 F with often times sustainable winds of 35 to 60 mph for extended periods. Though food and shelter are provided, sustainment of resupply items, to include medical supplies are tied to the Air Mobility Command cargo schedule and compatibility with changing weather patterns. Communication back to the US remains as spotty as the weather and AMC cargo delivery as Thule is tied to satellites and satellites do not like bad weather.
    • Daily, there are no improved roads, merely hard packed dirt, and tundra. Taxi service to work centers, dining, medical and individual quarters are available on a 24/7 basis and wait times vary. The Army Post Office (APO) receives mail (supplies and medications) once a week, though often delayed during the nine-month winter weather for various reasons, therefore medication resupply is not consistent. The arid climate, extreme temperature range within the coldest season, basic transportation being by foot and the frequency for isolation for various reasons (to include up to 72 hours/week at work) make for a challenging environment.
    Physical Demands:
    • Walking, siting, typing, bending, and lifting items as required within position requirements.
    • During storm season (Sept through early April) it is not uncommon to be confined to either your quarters or your work center for extended periods of time (18 to 24 hours; up to 3 or 4 days) Medical facilities are available and amount to little more than a Critical Care/triage facility with more aggravated medical issues transported off-island once arranged. Because of the location and minimal transportation assets, arrangements can take anywhere from 4- to 10-days to evacuate a medical casualty.
