    The Senior Network Engineer position is the subject matter expert for IT Network Infrastructure at the Client, leading efforts for network and system designs, engineering, and planning.

    These efforts support end user technologies, which includes
    System Engineering and Administration, Cloud Network Engineering and Administration, asset management and other end user services duties as defined by leadership.

    In addition, specific responsibilities to help support the application (HPF), to include working closely with the HPF vendor and hosting provider to recommend and help architect solutions, identify monitoring needs, and helping coordinate any infrastructure-related activities with other HPF external business partners.

    The position must establish and maintain cloud network related standards, architectural designs and planning efforts, effective working relationships, with staff at all levels within WAHBE, state agencies, vendors, agents, and others as needed.

    A. PURPOSE AND GOALS


    • This resource will provide expert-level
      Cloud Network Engineering services to specifically supporting
      infrastructure environments in Microsoft Azure Government and Azure Commercial Clouds, and some limited on-premises corporate infrastructure.
    • This resource will be a team member of the Cloud Infrastructure Network Engineering team.
    B. PROJECT TEAM AND ENVIRONMENT


    • This resource will work closely with members of the Cloud Infrastructure, Engineering, Executive Leadership Team, and Data & Reporting teams, along with the rest of staff and vendors as needed.
    • This resource will help Networking and Server Cloud engineers, and administrators operate and build on premise, Azure Government, and Azure Commercial networks.



    • On-site work will be required on occasion if the candidate is local to Olympia, WA.

    • Most on-site work is scheduled in advance.
    D. ANTICIPATED PROJECT DURATION

    This project is anticipated to begin on 7/1/2024 or Work Order execution, whichever is later and end on 12/31/2024.

    WAHBE may terminate or extend this Work Order at its sole discretion.
    II. STATEMENT OF WORK (SOW)
    A. DUTIES, TASKS, AND RESPONSIBILITIES


    • Cloud Network engineering and administration to include:
    ο Site to site VPN tunnels creation and administration.
    ο Router and switch configuration and deployment.
    ο Creating firewall zones, VLANs and subnets based on organization needs.
    ο Wireless deployment and administration.
    ο WAN circuits and connections.
    ο Deploy and manage Network monitoring.
    ο Setup and manage deep packet inspection.


    • Lead Cloud network architecture and engineering to include:
    ο Designing network topology and traffic flow for cloud-based systems based on micro-segmentation and zero trust models.
    ο Create secure network designs that meet or exceed regulatory and organizational needs.
    ο Manage load balancing and other network virtual appliances.
    ο Setup, monitor, and create rules on web application firewalls (WAF) for internet
    facing applications.


    • Act as the HPF application cloud network architect for network designs, plans and direction.
    • Manage vendor resources in the operations and maintenance of the HPF application and infrastructure.
    • Collaborate with other stakeholders to develop effective processes and communication strategies for alerting, escalation, automation, reporting, and event correlation around HPF.
    • Assist with the creation of incident responses procedures.
    • Respond to security and system incidents based on organization policies and procedure and industry best practices.
    • Develop and document processes and procedures for implementing and maintaining the network and system infrastructure.
    • Use industry best practices, regulatory requirements, and policies to create standards and configuration baselines.
    • Learn and understand the industry/market best practices and incorporate them seamlessly into day-to-day operating processes.
    • Administer and help maintain the IT systems as a whole.
    • Analyze and resolve complex business and/or technical problems within assigned discipline.
    • Work with third party vendor and partners to notify and alert all relevant stakeholders when issues and outages are identified during key business hours.
    • Create and maintain moderately complex scripts, script components and applets/small applications.
    • Make recommendations to other engineers for changes to existing scripting standards.
    • Endure timely, accurate, and quality execution of all deliverables.
    • Other duties as assigned.
