FRA-covered employees are those employees who have been assigned to perform PTC or Roadway Worker duties and are therefore subject to the random pool for monthly drug and alcohol testing.

PURPOSE OF POSITION:

Performs the full range of inspection, maintenance, troubleshooting, servicing and repair activities on locomotives, locomotive cranes, spreaders, passenger coaches and dining cars, low level and high level dome passenger cars, track maintenance equipment, heavy equipment, van loaders, road graders, front end loaders, overhead cranes, on and off track heavy equipment, specialized maintenance of way (engineering) equipment and various standard equipment and components utilized throughout the railroad industry and maintenance shop environments.

Performs the full range of railroad passenger, locomotive and freight car wheel set rebuilding operations utilizing various types of lathes, boring mills, drill presses, and other machine shop type equipment and tooling.

Performs HVAC/refrigeration troubleshooting, repair, servicing and maintenance activities on various air conditioning/refrigeration systems and various railroad equipment and rolling stock.

All work is performed in accordance with the Association of American Railroads Rules, Federal Railroad Administration Regulations, EPA Environmental, APTA, and OSHA regulations and Alaska Railroad Corporation regulations and specifications.

Duties and Responsibilities:

Performs routine preventative maintenance, overhaul and repairs to locomotives and related equipment and components, locomotive cranes, spreaders, overhead cranes, heavy equipment, road graders, front end loaders, bulldozers, forklifts, tractors, on and off track heavy maintenance equipment, specialized maintenance of way (engineering) equipment, passenger coach electrical/HVAC systems, and various shop equipment using various tools of the trade.

When applicable, all inspection and repair forms are signed documenting and certifying all repairs were performed and completed in detail and in accordance with applicable rules, regulations and laws.

Visually inspects railroad locomotives, locomotive cranes, spreaders, overhead cranes, heavy equipment, on and off track maintenance equipment, specialized engineering equipment, front end loaders, road graders, bulldozers, forklifts, tractors, passenger coach electrical systems, HVAC systems, various equipment and components and various shop equipment looking for defective conditions in accordance with applicable regulations, standards, and guidelines.

Equipment not meeting standards is removed from service.

During the course of inspection, the use of various reference materials, manuals, specifications, regulations, gauges, hand tools and drawings may be required in order to ensure strict compliance with the regulations and applicable laws.

All applicable inspection forms and associated documentation must be completed in detail, and signed by the individual performing the inspection certifying compliance and submitted to the proper authority.

Based on the results of inspections, the Inspection and Daily Trip reports, Crane Inspection Reports, Equipment reports provided by Transportation and Maintenance of Way (Engineering) department personnel, and various other railroad personnel, incumbent repairs and services locomotives and related equipment, heavy equipment, on and off track maintenance equipment and components, specialized maintenance of way (engineering) equipment, front end loaders, bulldozers, forklifts, tractors, passenger coach electrical and HVAC systems, using various tools of the trade.

These include small hand and power tools, impact tools, laptop computers and associated diagnostic software, schematics, diagrams, manuals and assorted drawings.

When applicable, appropriate forms are signed documenting and certifying that all repairs were performed and completed in detail and in accordance with applicable rules, regulations and laws.

Performs in-depth, comprehensive and intensive troubleshooting when required in order to properly repair and correct defective conditions within the systems and their components utilizing laptop computers and related diagnostic software, electrical test equipment, various types of mechanical gauges, tools, schematics, assembly diagrams and assorted drawings and manuals.

A systems and components check is required upon completion of repairs to ensure any and all defects have been corrected and all systems are functional as designed and intended.

When applicable, all repair forms are signed documenting and certifying all corrective actions were performed and completed in detail and in accordance with applicable rules, regulations and laws.

Operates various lathes, boring mills, shop tooling, and presses, utilized in the rebuild of railroad wheel sets.

Operates shears, welders, torches, punch machines, and press brakes, utilized in the design, fabrication and assembly processes of industry standard sheet metal and welding fabrication shops.

Performs repairs/rebuild processes for various electrical components such as generators/alternators and traction motors.
Routine travel required to various locations along the Railbelt. Responds and assists in emergency situations at various locations along the Railbelt.

Provides necessary Roadway Worker Protection, and Blue Signal Protection per Title 49 Transportation, Code of Federal Regulations, and Railroad Operating Practices.

This involves setting out blue flags and derails, and throwing switches to ensure track protection.


FACTOR 1:
Skill and Knowledge

Must have a thorough and comprehensive knowledge of inspection, maintenance, troubleshooting, servicing and repair activities at a journey level with a good mechanical/electrical aptitude.

Must possess a thorough and comprehensive knowledge of railroad locomotives, heavy equipment, and specialized engineering equipment, passenger coaches, HVAC systems, refrigeration systems, hydraulic systems and components to include the anatomy, construction, repair, and maintenance of such equipment.

Must be able to read and interpret blueprints, schematics, mechanical drawings, various manuals and maintenance instructions and apply the detailed guidelines of the Association of American Railroads Rules and Regulations, applicable Code of Federal Regulations, EPA, APTA, and OSHA rules and regulations, manufacturer maintenance and specification standards and all other applicable requirements to ensure proper repairs have been accomplished.

Must be knowledgeable in the application and use of laptop computers and associated software programs, test instruments, meters, gauges, and other various tools used in troubleshooting, maintaining and repairing complex mechanical systems and other components.

Must possess the knowledge, skill and ability to troubleshoot mechanical, electrical, HVAC and hydraulic systems and their components while systems are operating.

Must possess the knowledge, skill and ability to properly align rotating mechanical equipment to proper tolerances in order to prevent catastrophic failure.

Must be able to perform overhaul and rebuild of equipment and their components.

Must be able to troubleshoot, repair and inspect the same piece of equipment to determine cause of a malfunction, and repair needs.

Incumbent must use initiative and sound judgment in the application of rules and guidelines. Must have the skill and knowledge to perform the work in a timely and efficient manner.

Must have the skill and knowledge to complete the work in accordance with all railroad, manufacturer, industry standards and applicable Corporation, AAR, FRA, EPA, APTA and OSHA rules and regulations.

FACTOR 2:
Responsibility

Responsible for inspecting, testing and troubleshooting to determine proper diagnosis of defective conditions in order to ensure repair activities are in compliance with applicable Federal, Corporation and Industry standards.

Where required, incumbent initiates and completes appropriate documentation.

The employee is under the general supervision of the appropriate Mechanical Supervisor who provides general work assignments; the incumbent assumes full responsibility for the work product and apprises supervisor on various technical problems encountered that may jeopardize timelines.

Uses judgment in determining work plan and may deviate from instructions and work precedents without prior approval, if circumstances warrant.

FACTOR 3:
Physical Effort

Position requires walking, stooping, bending, lifting and some climbing, as well as sitting for extended periods of time. Must be able to lift 60 pounds. Must be able to wear a respirator when performing various tasks.


FACTOR 4:
Working Conditions

Repair and inspection activities are performed in a various number of settings, both indoors and out.

Subject to noises and vibrations, fumes, gases and poor ventilation, dust, dirt, grease, grime, working around heavy equipment, icy, slippery surfaces, inclement weather conditions, and conditions normally present in a production shop environment.

Safety clothing, i.e., steel toe shoes, gloves, hard hats, eyes and ears protection, are available and utilized to reduce or prevent injuries.

Must have a high school diploma or GED equivalent.

Must be a journeyman level technician who has participated in an apprenticeship in any of the following fields:

Electrician, Heavy Equipment Mechanic, HVAC Technician or Diesel Certified Mechanic OR have four (4) years of demonstrated experience in the heavy equipment repair and maintenance, an electrical trade, HVAC/refrigeration systems or in a heavy equipment maintenance and/or repair facility performing inspection, maintenance, troubleshooting, servicing and repair activities.

Experience in the following areas is preferred: welding (mig, tig, and operation of cutting torch oxy/acy); repair, maintenance and overhaul of heavy equipment, and/or locomotives; AC/DC control circuits, AC/DC motor operations, rebuild, overhaul of heavy electrical motors/generators/alternators; computerized troubleshooting techniques with the use of a laptop diagnostic equipment; high voltage power transmission circuits/wiring and the low voltage control circuitry, HVAC/refrigeration systems, troubleshooting, maintaining and repairing of such systems; maintaining, troubleshooting and repairing various hydraulic systems used in heavy equipment; operation of lathes, horizontal boring mills, various machine shop practices and operations.

EPA certification in the recovery of and addition of Freon to various types of HVAC/refrigeration systems is preferred.

Must be able to lift 60 pounds. Must have a valid driver's license.

All employees appointed to the position after 1/25/13 must have a Class B Commercial driver's license within 180 days of hire.

Must be able to wear a respirator.
