    position.
    An Overview
    The City of Alexandria's Finance Department is looking for

    an innovative, adaptable, and collaborative Revenue Analysts III

    to join our opening team for the new West End Finance Office (WEFO) Branch.


    This is an opportunity to shape the culture of a new team in a brand-new facility in the West End of Alexandria.


    For the first time, the Finance Department is combining treasury and revenue administration functions in one team to provide the taxpayer with "one stop shopping" and a seamless customer experience.


    The Revenue Analyst III at the WEFO will provide customer service to individuals and businesses regarding all tax types (personal property or "car tax," real estate tax, business license tax, business personal property, and other business taxes) as well as parking ticket and other payments.


    Successful candidates will have experience in at least some of these tax types and/or local government treasury operations and will be cross-trained in all other areas.


    The Revenue Analyst III at the WEFO will serve customers in person as well as over the phone and by email under the general supervision of the Tax Branch Manager.

    After an initial learning period, the Revenue Analyst III may be able to telework one day per week.
    The WEFO will be located at the Redella S. "Del" Pepper Community Resource Center, within the Mark Center development in Alexandria's West End.


    This newly renovated facility will include employee amenities such as a cafeteria, gym, and onsite parking, as well as featuring frequent transit access at the Mark Center Transit Center and a convenient location next to I-395 and Seminary Road.


    This position may occasionally be required to work at the department's Revenue or Treasury locations at Alexandria City Hall, based on staffing needs.

    Additional skills and abilities include:
    Knowledge of real estate tax, personal property tax (car tax), parking tickets, and various business taxes including license, property and trustee taxes, such as meals tax and transient lodging tax;
    Knowledge of Virginia State law and City ordinances concerning local taxes, including tax relief and enforcement programs;
    Knowledge of a tax administration system in a large organization;
    Strong analytical skills;
    Intermediate skill in the Microsoft Office suite (including significant use of Excel, Word, and Outlook);
    Ability to analyze and review financial statements and tax records;
    Ability to communicate effectively, both orally and in writing, and to remain calm when working with the public; and
    Excellent attendance and proven ability to meet deadlines timely.
    The Opportunity – Examples of Work
    Facilitates the assessment and collection of the City's various taxes, including real estate, personal property, and business taxes, through providing customer service in-person, over the phone, and by email;
    Operates an automated cash register system to collect City monies, tax payments, and other miscellaneous payments, including preparing receipts and deposits, balancing cash, and reviewing account codes for accuracy;
    Resolves residents' problems and answers questions regarding tax assessments, parking citations, residential parking permits, and City tax payments;
    Corrects and adjusts tax assessments and bills and adds penalties and interest for late filing;
    Researches state and federal tax records, state and local laws/ordinances, and administrative procedures to properly assess tax liability for all tax types;
    Evaluates and determines eligibility of delinquent taxpayers for official payment plan agreements, and monitors to ensure compliance with terms;
    Performs related work as required.
    About the Department
    The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for: the


    assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City's financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City's risk and safety programs, and managing the City's pension plans.


    The Finance Department has seven divisions and in fiscal year 2024 is operating with a total budget of $15.4 million and 110 FTE positions.

    The goal of the Finance Department is to treat all employees, residents, and business owners professionally, with fairness and compassion.

    Two-Year College Degree with coursework in math, accounting, law, business, and English; at least three years experience as a Revenue Analyst II with extensive experience in the collection of taxes or bills as well as providing direct service to the public; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

    Customer service experience; experience with local tax administration in the Commonwealth of Virginia; experience with payment processing and/or tax assessment software systems in a large organization; cash handling experience.

    salary range for this position is $53,121.64 to $74, midpoint of the grade), based on qualifications and experience.
