    About this position

    This is an In-Training Position.

    The internal candidate will need to complete each phase of this plan in order to progress into the classification and goal class of the Program Specialist 2 (Estimator Planner).

    The Estimator Planner will work closely with the manager, customer service representatives, scheduler, bindery & press leads, plant manager, fulfillment lead, finance, print and mail services team as well as other teams within Washington Department of Enterprise Services (DES) to meet the goals of the agency.

    This position is responsible for customer care, education, outreach, and full-service account management to include basic estimates based on current estimating standards for potential jobs, and plans production requirements for all estimated jobs.

    The incumbent will effectively communicate requirements and potential issues to staff for new and existing customers.

    This position is both proactive and responsive to changing customer needs, contributing to a culture of serving as a strategic business partner with a strong focus on building new and strengthening existing relationships.


    The position will include frequent interruptions which will require the ability to be self-disciplined, able to multi-task, prioritize, and possess good organizational skills.

    Frequent contact with customers will be by phone, email, and in person. Duties require a full-time dependable person to ensure timeframes and deadlines are met.

    Services provided by the division include Print and Mail Services, Fleet Operations, and Surplus Operations.

    Estimating/Job Planning


    • Responsible for preparing estimates for less complex print and mail jobs
    • Planning production requirements for all print and mail jobs
    • Effectively communicating requirements via job tickets
    • Prepare accurate and timely cost estimates
    Acts as Customer Liaison to provide customer care, education, outreach, and full service account management for new and existing customers of DES Print and Mail Services


    • Processes incoming jobs
    • Coordinates with production services/planning
    • Serves as the primary point of contact for specific customer accounts
    Required Qualifications

    Duration of Training Plan

    Program Coordinator to Program Specialist months (May 1, April 30, 2026).


    Based on satisfactory completion of the respective steps of this training plan, the incumbent will be promoted to the goal class title of Estimator Planner (Program Specialist 2).

    The timelines may be extended by the supervisor to ensure that all topics and matters are covered in each phase.


    Training Plan Components:


    Program Coordinator to Program Specialist 2 | Phase 1: The in-training plan will focus on the estimating and planning of digital production jobs utilizing the price list and estimating program in Monarch.


    Program Coordinator to Program Specialist 2 | Phase 2: The in-training plan will focus on the estimating and planning of envelope and mailing jobs utilizing the price list and estimating program in Monarch.


    Program Coordinator to Program Specialist 2 | Phase 3: The in-training plan will focus on the estimating and planning of Press and Bindery utilizing the price list and estimating program in Monarch.

    Program Coordinator (Monthly Salary | $3, $4,497.00)


    • High school diploma or GED

    AND

    • Two years of experience providing assistance to customers regarding inquiries, complaints or problems
    • Basic knowledge of financial and statistical record-keeping supported by experience or training
    • Understand the responsibility of protecting and keeping issues and situations confidential in and out of the office setting
    • Have customer service experience regarding inquiries, complaints or problems in print related field

    Goal Class - Program Specialist 2 (Monthly Salary | $3, $4,723.00)


    • High school diploma or GED

    AND

    • Seven years of experience in an offset/digital printing, bindery/mailing facility, three years must include experience in customer service, planning and estimating
    OR

    • Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field

    AND

    • Three years of experience in an offset/digital printing, bindery/mailing facility providing customer service, planning and estimating
    • Proficient in using Microsoft Office Word, Excel and Outlook
    • Must be able to meet and communicate with people in a professional manner
    • Must have the ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals
    • Ability to communicate clearly (read, write and comprehend the English language)
    • Work accurately and pay close attention to details
    • Engage effectively with internal and external customers
    • Organize and manage time, prioritize workload
    • Work a 40-hour work week with periodic overtime
    • Interpret a variety of instructions furnished in written, oral, diagram or schedule form
    • Must be a full-time dependable person to ensure timeframes and deadlines are met

    Working Conditions

    Work is generally performed in an indoor office environment. Employees in this position may be exposed to chemical/ink fumes and paper dust. May be exposed to moderate to loud noise in areas of plant.

    Work Schedule | Monday - Friday | 8am - 5pm - schedule can be determined upon hire

    Customer Interaction | Frequent interactions with customers via in person, through email, or by telephone.


    Other | Position will encounter frequent interruptions - must be self-disciplined, able to multi-task, prioritize, and have good organizational skills.

    Travel requirements | Infrequent traveling, less than 5%.
