Summary
The Utility Assistant Manager (Operations, Well & Water Treatment Management) assists the Utility Manager in the supervision and coordination of water treatment facilities, wells, and related operational staff. This position focuses on drinking water treatment processes, and well system operations, while also supporting overall utility operations in collaboration with the Utility Assistant Manager (Operations & Distribution/Administrative). The role ensures safe, compliant, and reliable drinking water service in alignment with the City's Mission Critical / High Impact (MC/HI) goals.
Hiring Salary range: $95,336 - $109,637 annually
Full Salary range: $95,336 - $138,238 annually
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assist in supervising Utility Division personnel responsible for water treatment, wells, and related infrastructure.
Foster a culture of commitment to the objectives of the organization.
Assist the management team in creating a culture that rewards and encourages Utility Division personnel to take on added levels of responsibility and authority.
Assist in preparing daily and short-term work plans, job assignments, and operational schedules.
Participate in staff recruitment, interviews, training, coaching, and performance evaluations.
Participate in staff training, and professional development.
Lead or assist with staff meetings and safety meetings; ensure compliance with City safety policies.
Investigate and respond to customer service requests, operational issues, and complaints.
Assist in the preparation of the Annual Water Quality Report (Consumer Confidence Report).
Coordinate operational activities with other divisions, departments, contractors, and outside agencies.
Remain actively engaged in the management team for Public Works; sharing information, progress updates, strategic planning, problem solving, and team building in order to ensure all divisions and the overall department successfully achieve their mission.
Ensure that issues raised by the public are dealt with in an efficient, effective, and professional manner by staff. Investigate and respond to questions and complaints.
Identify, develop, or update division goals, policies and program objectives which serve as a foundation for planning, scheduling and implementation of daily repair, maintenance and operation activities.
Actively pursue education, networking, and learning to stay abreast of new and emerging issues, rules, regulations, laws and technologies related to utility division operations, public service, personnel management, and leadership. This includes attending professional organization events, interagency, interdepartmental and interdivisional associations, committees and task. Actively encourage other members of the division to do likewise. Actively share new information through all levels of the organization.
Identify and develop new programs, projects, policies, procedures and funding mechanisms which will allow the utility division and department to stay abreast of the state of the industry and help the division, department and City to better fulfill their MC/HI deliverables.
Lead the preparation of the Utility Divisions' annual operating and CIP budgets and actively engage other divisions and departments in development of their annual operating budgets andCIP as necessary to accommodate the Utility Division goals and projects, and meet the goals of the Department and City. Prepare supporting information and documentation for activities, programs, equipment, performance measures, personnel additions and work plans related to the Utilities Division.
May be required to work abnormal hours during certain events or emergencies.

Coordinate well and water treatment activities with distribution system operations.
Assist in ensuring compliance with federal, state, and local drinking water regulations.
Maintain accurate records related to treatment operations, water quality, and regulatory compliance.
Ensure preventative and corrective maintenance activities are properly scheduled, completed, and documented.
Monitor daily water treatment processes, well performance, and water quality data to ensure compliance and operational reliability.
Monitor changes in raw and finished water quality and coordinate response actions as necessary.
Support chemical handling, storage, and treatment process optimization.
Assist in planning, budgeting, and implementation of well andwater treatmentrelated capital projects.
Assist in the planning, coordination, and oversight of City water treatment media changeouts to ensure operational continuity and regulatory compliance.
Manage and coordinate the use of the Utilities Waterly asset management system as it relates to wells and water treatment facilities.
Ensure asset records, maintenance histories, and operational data remain accurate and up to date within the Waterly system.
Identify equipment replacement and maintenance needs for treatment facilities and wells.
Assist with the purchasing of chemicals, equipment, and supplies in compliance with City policy.
Assist in the development, documentation, and maintenance of Standard Operating Procedures (SOPs) related to well operations, water treatment processes, and associated equipment.
Perform other duties and assume other responsibilities as assigned or apparent.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
Must have strong team building skills focused on obtaining the Utility Division and the Public Works Department MC/HI goals and deliverables.
Must have working knowledge of drinking water treatment processes, treated water storage, and groundwater well systems.

Must have knowledge and ability to trouble shoot SCADA control items.
Be able to read and understand correspondence, memoranda and materials.
Must be able to effectively represent the organization, department, and administrative operations to management and the public.

Ability to perform, research, assemble information and prepare reports and studies.
Ability to work effectively under pressure and to competently handle a number of different tasks in a single period of time.
Ability to plan and perform duties with only general minimum supervision.
Must be able to perform all essential position functions under the working conditions as described.
Ability to serve "on call" duty assignments.
Qualifications
MINIMUM QUALIFICATIONS:
High school diploma or GED.
Minnesota Class "C" Water Operator Certificate with ability to obtain "B" within one year of employment.
Five (5) years of municipal water treatment or well system experience, including at least one (1) year in a supervisory, leadership, or coordination role.
Valid driver's license with the ability to drive in Minnesota.
PREFERRED QUALIFICATIONS:
Minnesota Class "A" or Water Operator Certificate.
Minnesota Class "S-C" Wastewater Operator Certificate.
Bachelors Degree or Certification in Water Environment Technology or related field.

Requires frequent use of personal computers, including word-processing, database, and spreadsheet programs, telephone, copy machine, and calculator. The employee is required to sit for extended periods.
The work environment consists of both outdoor and indoor activities. While performing duties of this job, the employee occasionally works in outside weather conditions and is exposed to weather extremes. The noise level in the work environment is usually moderately quiet in the office, and moderate to loud in the field.
