    This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

    About the Position:



    Duties

    • Serves as the Facilities Master Planner under the direction of the Chief of Master Planning, Directorate of Public Works, Fort Carson, CO.
    • Responsible for assessing the functional requirements of each assignment and determine use of established procedures and polices or defer other methods, if necessary, to accomplish objectives.
    • Responsible for planning and carrying out the assignments; resolving most of the conflicts which arise; coordinating the work with others as necessary; and interpreting policy on own initiative to terms of established objectives.
    • Performs duties as a Facilities Master Planner consisting of overseeing the development and instituting of the Commander's future plan for the installation to include briefing installation/tenant staff.
    • Participates in mobilization exercises and at master planning conferences as the DPW representative.
    • Responsible for co-running the Real Property Master Planning Board (RPMP), which encompasses an overview of all installation programs, including coordination of all subject matters prior to the IPB with all participating agencies.
    • Serves as a senior technical specialist for facilities master planning/urban planning, Strategic Planning and Sustainability planning.
    • Prepares estimates for use in budgeting for architect-engineer firms to execute planning, engineering and design services.
    • Prepares or directs preparation of, master plans and component plans, and coordinates draft proposals.
    • Evaluates design objectives to identify most economical and efficient procedures for building design and performance considering site location, functional requirements and utility layout.
