- Certify that HR policy and program issuances are fully integrated with staff actions and support mission priorities.
- Advise senior leadership on HR policy issues impacting the workforce.
- Provide strategic recommendations that anticipate trends and guide workforce planning.
- Collaborate with HR, legal, and operational teams to harmonize policies with organizational initiatives.
- Monitor federal HR legislation and policy changes, delivering timely updates and recommendations.
- Policy-Savvy & Mission-Focused - Deep knowledge of federal HR regulations and workforce implications.
- Analytical & Detail-Oriented - Ensures policies are accurate, consistent, and compliant.

- Bachelor's degree in Human Resources, Public Administration, or related field.
- 0-15+ years of experience in HR policy, workforce compliance, or advisory roles (multi-discipline levels available).
- Strong knowledge of federal HR regulations, policies, and workforce planning principles.
- Exceptional writing, research, and communication skills.
- Experience supporting ODNI, IC, or DoD HR operations.
- Familiarity with OPM policies and classification standards.
