    Description

    The Department of Social Services is seeking a highly qualified and enthusiastic candidate to work in the position of Management Analyst, Associate within the Division of Children, Families and Adults. The Management Analyst, Associate will independently perform a variety of tasks in managing the five-year Promoting Safe and Stable Families Program to include submitting required reports to Virginia Department of Social Services, administering the Virginia Enhanced Maintenance Assessment Tool (VEMAT) for foster care and adoption, collecting and analyzing data, and developing and updating program policies and procedures. The incumbent will report to the Continuous Quality Improvement Unit Family Services Supervisor and will be responsible for ensuring financial and programmatic compliance with federal, state, and local funding agents' policies, procedures and requirements relating to the provision of Title IV-E and CSA funds, foster care, and adoption assistance funds as well as VEMAT subsidies.
    Duties include but are not limited to
    • Coordinate, plan and analyze financial and related programmatic operations;
    • Manage state grants, develop budgets, and reconciles all grant transactions;
    • Review, approve and monitor funding requests to improve quality of care and services to children and their families;
    • Administer the VEMAT rating process and ensure organizational capacity for timely and accurate VEMAT assessments;
    • Maintain agency compliance with local and state policy in the administration of VEMATS;
    • Review documents including but not limited to school and medical records, psychological evaluations, social histories and case notes and uses the VEMAT to accurately assess the child's social/behavioral/medical status;
    • Assist with IV-E reviews and other federal, state or local audits;
    • Train program managers and staff;
    • Work collaboratively across agency divisions;
    • Represent the department and interpret agency programs to other agencies, community groups, and associations;
    • Assist with setting up payments and purchase orders, as well as reconciling funds;
    • Improve agency decision-making and financial management practices by providing helpful tools;
    • Research, review and recommend improvements to current program policies and procedures;
    • Perform liaison functions within the department as well as with internal and external departments;
    • Collect data and track program outcomes;
    • Provide financial consultation and technical assistance to foster care staff, supervisors, and social work interns;
    • Develop and implement policy and practice interventions to improve targeted outcomes;
    • Prepare, write and update various reports and other documentation;
    • Interpret Social Services administrative policy; and
    • Work independently and prioritize workload in order to meet deadlines.
    **City of Richmond Department of Social Services employees may be required to work nights, weekends, holidays, during inclement weather and during declared emergencies.**
    Qualifications, Special Certifications and Licenses

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Considerable knowledge in analysis and reporting of data; audit practices; background in department of focus; English language including the meaning and spelling of words, composition, and grammar; ordinances, government regulations, agency rules, and the legislative process; and principles for providing customer service, including meeting quality standards for services and customer satisfaction.

    Demonstrated skills in analyzing complex issues; communicating with various internal and external departments; drafting and revising documents; managing multiple priorities and deadlines; managing program in focus area; preparing forecasts, reports, analyses for special projects, etc.; and oral and written communication.

    Demonstrated ability to adapt; analyze information; make decisions; multi-task; problem solve; and work in teams.

    MINIMUM TRAINING AND EXPERIENCE:
    • Bachelor's degree in business/public administration or field related to assignment;
    • Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis;
    • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
    PREFERRED TRAINING AND EXPERIENCE:
    • Experience with Administrative and/or financial processing;
    • Proficient use Excel and development of spreadsheets;
    • Knowledge of interpreting State and Federal policy;
    • Knowledge of Community Resources and client service opportunities;
    • Knowledge of Child Development;
    • Knowledge of Social Security Act Title-IVE related to Foster Care/Adoption.

    • Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
