    POSITION: Application/System Support Specialist

    DEPARTMENT: Prosecuting Attorney

    WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F or as assigned

    SALARY: $2,165.58 Biweekly


    DUTIES AND RESPONSIBILITIES:

    This is a highly specialized position responsible for overseeing a law enforcement agency's technical operating systems including but not limited to:

    • Administrate, install, update, and coordinate specific application software used by the Prosecutors Office; reviewing criminal case discovery evidence such as law enforcement in-car cameras, officer body-worn cameras, surveillance videos, and other visual digital media evidence which may be considered in a criminal proceeding including for discovery and disclosure purposes. This includes installing proper codecs, redacting/editing, enhancing, or other functions related to video/audio evidence.
    • Administrate, install, update, and coordinate software used to receive/store/distribute information from local, state, and/or federal agencies that may be used in criminal proceedings.
    • Coordinate the collection, logging, and distribution of digital records and/or evidence from multiple police agencies provided to the prosecutor's office for the purpose of sharing, after appropriately redacting, discovery with defense counsel in pending cases.
    • Provides legal and technical guidance in the identification, preservation, and collection of possible sources of digital evidence to deputy prosecuting attorneys and investigators
    • Work with deputy prosecuting attorneys, investigators, legal assistants, and victim assistant specialists in trial preparation including the use of courtroom technology by serving in the role as electronic digital litigation support.
    • Analyze and resolve prosecutor database-related problems.
    • Train users regarding personal computer operation and software applications as needed.
    • Assist DoIT in installation and configuring office computers, office phones, office computer equipment and software as needed. Includes troubleshooting and repairing devices.
    • Serve on 24-hour call for emergencies. May be required to work after hours for to assist with trials, evidence processing, or IT outages.
    • Work with vendor technical-support agents in reporting issues and implementing solutions. Conduct follow up activities as necessary.
    • Coordinate with Tippecanoe County IT Department (DoIT) personnel on software updates, security implementations, hardware, upgrades, and email services.
    • Set up equipment and software for presentations, special meetings, or Web-Based training sessions when needed.
    • Work with users, vendors, and prosecutor command staff to help define data needs to facilitate prosecutor office workflow plans and protocol.
    • Research, analyze, and evaluate new hardware and software products for use by the Tippecanoe County Prosecutor's Office
    • Research and purchase various hardware needed for the prosecutor's office.
    • Develop a working knowledge of specialized hardware, software, and technical terminology used in emergency service.
    • Stay abreast of new trends and innovations relating to the use of computers and other technology and applications as it may pertain and assist in the workflow and prosecution duties of the Tippecanoe County Prosecutor's Office.
    • Work with County DoIT to coordinate coverage, user issues, and resolution of requests for service when the Office Administrator is out of the Office.
    • Assist DoIT when requested by supervisors to do so.
    • Attend vendor training sessions to keep up with new hardware and software.
    • Ability to evaluate new and changing technologies in computers, communications, security and video systems related to TCPO
    • Operate and develop a continuing working knowledge of various law enforcement and government databases, applications, and platforms including but not limited to: Indiana Bureau of Motor Vehicles; Indiana State Police Laboratory; Indiana Department of Toxicology; Odyssey; Prosecutor Case Management System; Caliber RMS; Central Square RMS; Axon RMS; Axon Body Worn Camera system; Avail Ultimate Body Worn Camera system; Avail Ultimate Witness; Lexis Nexis Advance; Offender Watch; Docuware; Tyler Host; Doxpop; Pacer Federal Court Case Summary and Records system; Indiana Supreme Court of Technology Help Desk and Information of Technology; GoToMeeting; Tippecanoe County Prosecutor's Office online traffic deferral portal; Tippecanoe County Prosecutor's Office website, and other applications including acting as local office administrator of such databases and applications

    Must be able to transport and install equipment weighing approximately 45 pounds at a variety of locations. Possession of a valid driver's license


    JOB REQUIREMENTS AND DIFFICULITY OF WORK:

    Must be at least 21 years of age.

    Associate Degree in computer operations, information systems or related area, or equivalent combination of education and job experience

    Desired Bachelor's Degree in computer science, systems engineering or network administration. Equivalent job experience for the required responsibilities may be considered.

    Must have the ability to obtain certifications from venders, application support software, or other formal computer training.

    Demonstrated experience in and ability to demonstrate the interpretation, processing, and translation of file and operating system artifacts across a variety of computer platforms.

    Demonstrate working knowledge of the Federal Rules of Evidence (FRE) and Federal Rules of Civil Procedure (FRCP) as they apply to digital evidence and investigations.

    Demonstrate knowledge and familiarity with video capture, editing/redacting programs on both Linux and Windows based systems.

    Working knowledge of and ability to make practical applications of policies, procedures, legal requirements and terminology of the department and county judicial system.

    Ability to effectively communicate orally and in writing with co-workers including TCPO staff and law enforcement representatives including ability to effectively communicate technical concepts

    Working knowledge of and ability to make practical application of evidence collection and preservation techniques.

    Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for training. Ability to serve on 24-hour call and appropriately respond to emergencies from off-duty status.

    Ability to follow written and oral instructions and work alone and with others in a team environment with some supervision.

    Possession of a valid driver's license and demonstrated safe driving record.

    No prior criminal convictions or criminal cases or charges.

    Working knowledge of personal computer systems and ability to perform routine maintenance, install hardware and software, identify and resolve minor hardware and software problems, and provide training and assistance to users.

    Ability to meet all departmental hiring, promotion and retention requirements, including not posing a direct threat to the health and safety of other individuals in the workplace.

    Ability to properly operate various standard office equipment, including computer, printers, tape drives, telephones and testing equipment.

    Ability to effectively communicate with co-workers, other County personnel, and vendors, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

    Ability to plan and layout assigned work projects, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.

    Ability to understand and follow written and oral instructions and work with others in a team environment.

    Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for training, sometimes overnight.

    Ability to plan and layout assigned work projects, work on several tasks at the same time, with varying deadlines and complete assignments effectively amidst frequent distractions and interruptions.

    Ability to maintain strict confidentiality on agency technical systems, security, and confidential information.

    Ability to physically perform essential duties of the position, including exerting sustained physical effort, bending, stooping, crouching/kneeling, prolonged standing/walking, and pushing/pulling/lifting/carrying objects weighing up to 50 pounds.


    FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of current data, voice and video communication devices and technologies sufficient to analyze, install, maintain and update all technological systems and applications including databases used by the Tippecanoe County Prosecutor's Office. Incumbent performs relatively standardized tasks according to department policies, legal requirements, and accepted criminal investigative procedures, making independent decisions in analyzing evidence and determining charging information. Incumbent receives general supervision, with work periodically reviewed upon completion. Errors in decisions or work may not be readily detected through supervisory review and may jeopardize criminal cases in court.


    PERSONAL WORK RELATIONSHIPS:

    Incumbent maintains frequent contact with the Tippecanoe County Prosecutor Attorney and other members of the Tippecanoe County Prosecutor's office command staff.
