    DUTIES:
    Program Management


    In compliance with federal regulation, direct the administration of an effective and efficient AmeriCorps State grant program, with responsibility for compliance with all federal rules, regulations, policies, procedures and requirements.

    Establish and maintain effective financial systems and fiscal controls in the administration of federal funds.
    Identify and secure matching funds as required for federal grant.
    Oversight and management of grants/contracts officer, project coordinator, financial specialist, interns, and any internal volunteers.
    Grant writing, including applying for federal and private foundation grants.
    Track and report metrics for federal grant reporting.
    Complete annual staff performance evaluations.
    Commission Oversight

    Ensure Commission meetings are held in compliance with all rules and regulations, including Idaho's open meeting laws.

    Serves as staff representative to 15-25 member appointed board of Commissioners and work closely with Commissioners to provide for policy analysis, policy and program guidance, community outreach and community support for AmeriCorps, national service, and volunteerism.

    Develop and gather materials for commission meetings to include updating strategic operational dashboard, commission meeting minutes, agendas.

    Work in collaboration with the Governance Committee to update the follow: commissioner policy manual, bylaws, policies and procedures, commissioner onboarding tools.

    Work in collaboration with Commission Governance Committee to ensure representation of commission is compliant with the Executive Order and submit applications for appointment/reappointment as required by the Governor's office.

    Serve as the staff liaison with the Governance Committee.

    Oversee the strategic planning process to include serving as the lead for the strategic planning ad hoc committee, survey development, community conversations/partnership and communication with the Governor's office on priorities.

    Track commission progress towards goals/objectives as outlined in the strategic plan and report quarterly on progress.
    Track national/state policy changes and interpret the impact on the commission. Develop updated policies and procedures in response.
    Arrange travel coordination for commissioners for bi-annual meetings.
    External Relations

    Develop partnerships to increase Serve Idaho's statewide presence.
    Outreach to nonprofit and state agencies in development of national service programming to address emerging needs.

    Serve as liaison with partner organizations including the Governor's office, AmeriCorps office, national direct organizations in Idaho, AmeriCorps NCCC regional office, community organizations and the media.

    Establish and maintain strategic partnerships to provide for effective collaboration to meet community needs through national service and volunteerism.

    Serves as chief spokesperson for national service, AmeriCorps State and volunteerism, promoting community capacity building to effectively use volunteers in meeting community needs.

    Prepare and present public speeches, presentations, panel workshops and other public speeches before citizen and professional groups.
    Establish and update internal administrative policies and procedures, including Commissioner Policy Manual and Serve Idaho standard operating procedures (SOP).
    Develop and implement training for Serve Idaho staff and commissioners, including new staff orientation.
    Generate press releases.
    Internal Organizational Coordination

    Serve as liaison between Serve Idaho and Idaho Department of Labor.
    Serve as liaison between Serve Idaho and Governor's office.
    Oversee Grants/Contracts Officer and Financial Specialist to ensure grant making process and evaluation is compliant with CNCS regulations.


    MINIMUM QUALIFICATIONS:
    Competency in management and demonstrated leadership skills.
