    OVERVIEW:

    The National Academies of Sciences, Engineering, and Medicine seeks a Program Officer to manage program activities, manage and coordinate roundtable programs and events, and prepare written proceedings in brief related to U.S.

    science policy for the Government-University-Industry Research Roundtable (GUIRR). GUIRR is positioned within the U.S. Science and Innovation Policy theme of the Policy and Global Affairs (PGA) Division.

    Among their responsibilities, the Program Officer will serve as the lead for workshop programming and development, as well as membership management for GUIRR.


    GUIRR is charged with improving the research enterprise of the United States by successfully resolving the cross-sectoral issues that prevent the U.S.

    research enterprise from reaching its full potential.

    The mission of GUIRR is to convene senior-most representatives from government, universities, and industry to define and explore critical issues related to the national and global science and technology agenda that are of shared interest; to frame the next critical question stemming from current debate and analysis, and to incubate activities of on-going value to the stakeholders.

    This forum is designed to facilitate candid dialogue among participants, to foster self-implementing activities, and, where appropriate, to carry awareness of consequences to the wider public.


    The Program Officer is responsible for developing and managing one or more of the organization's programs or projects with minimal oversight by the Director or Senior Program Officer.

    Develops program or project strategy and budget, supervises staff, and ensures program or project meets objectives. Assembles committees/panels and serves as staff liaison between committee/panel members and the National Academies. Develops prospectuses and raises funds for new projects.

    Incumbent applies in-depth professional level knowledge to independently solve a full range of complex problems. The job's primary focus may be either fundraising, collaborative and external outreach, convening activities or managing organization programs. The work is primarily intellectual or analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete.

    Incumbent has authority to take whatever action deemed advisable or necessary and is often responsible for oversight or management of other staff.

    Typically reports to Senior Program Officer and Director.



    Job Description:


    ESSENTIAL JOB DUTIES:


    • Assists with assigned program(s) or project(s). Where applicable and with senior staff oversight, engages in external engagement, member engagement, and fundraising activities. Communicates with and facilitates the flow of information among chairs, members, consultants, program or project sponsors, and staff. Prepares reports on program or project activities.
    • Assists with the development of external communications and outreach, including management of social media (e.g., LinkedIn) groups.
    • Helps with development and identification of GUIRR strategies for external funding.
    • Assists with organizing and running GUIRR webinars and workshops.
    • Identifies and gathers research materials. Conducts background research. Synthesizes and edits research findings and technical data. Determines relevance of data and prepares background papers and technical summaries. Manages reference checking.
    • Organizes meetings. Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries.
    • Develops written materials and coordinates/oversees publication of materials. May edit reports, facilitate response to review, and participate in dissemination activities, including identification and engaging of external organizations, preparing dissemination materials, and conducting dissemination meetings.
    • Ensures required training is accomplished and participates in performance reviews. Serves as a resource to support staff.
    • Performs financial and administrative tasks related to assigned program(s) or project(s). Creates, maintains, and updates records, databases, and files. Authorizes expenditures, tracks spending, monitors budget, and projects future spending plans.
    • Represents the program/project within and outside the National Academies. Collaborates with experts and sponsors from government agencies, foundations, schools, and other organizations.
    • May assist in raising funds for current and future projects by conducting research on topics for new studies, writing proposals, and identifying potential sponsors. Where applicable, participates in managing funder/member/alumni relations.

    JOB SPECIFICATIONS

    Required Knowledge, Skills, and Abilities: Knowledge of issues in applicable discipline. Ability to solve varied and complex problems using originality and ingenuity. Strong program/project management skills. Ability to operate using appreciable latitude for independent judgment and action. Ability to work successfully in a team environment. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent communication and interpersonal skills with a proven ability to effectively interact with all levels of employees.

    Minimum Education/Training Requirements: Master's degree in a related field or equivalent knowledge.

    Minimum Experience: Three years of related professional experience. Demonstrated basic proficiency in conveying scientific/technical/policy information in verbal and written form.

    Preferred Education: Ph.
    D. or advanced degree in a related field. Experience with fundraising, foundation management, grants management and project management preferred.

    Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel regionally and within DC metro.

    Required Licenses, Certification or Registration: None.

    Supervisory Responsibilities/Controls: Reports to senior program officer or director. Sets objectives with supervisor and receives input and advice as needed. Assists in the supervision of project/program staff.

    Work Environment: Hybrid office environment; 40% onsite with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.

    Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $85,040 - $106,300. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
