    Job Duration: 13-month contract
    Job Overview:
    • Scan the external IT environment to provide planning assumptions, competitive analysis, current and future market assessments for products and services, and planning processes and tools to assist IT planning functions.
    • Assist IT and Department leadership with actualizing business plans and work with leadership to ensure technical and resource decisions connect to the overall IT plan.
    • Work closely with business planning leaders to ensure business planning and purpose are considered in all key IT decisions.
    • Work with Finance and Human Resources to represent the needs of IT, understanding the cost and human resource impacts of the needs in developing, implementing, and adjusting business plans.
    • Participate in the decision-making process for technology, business, and human resource investments on an ongoing basis.
    • Responsible for integration of work performed across all business units.
    • Responsible for educating senior Department leaders on the IT strategy and educating senior IT leadership on the direction of the Department.
    • Develop and execute change management strategies and plans to maximize employee adoption while minimizing resistance.
    • Carry out change impact assessments that include stakeholder identification, impact analyses, and change readiness evaluations.
    • Apply structured change management methodologies and tools to design stakeholder engagement, communications, and learning strategies.
    • Generate key deliverables, including communication, coaching, training, and resistance management plans and readiness analyses.
    • Convert the implications of system and process transformations into actionable activities.
    • Collaborate with various business areas to ensure consistency in adoption.
    • Identify potential risks, conduct an analysis, and prepare risk mitigation tactics.
    • Develop, execute, and monitor the program communications plan, ensuring timely execution.
    • Coach executive leadership, stakeholders, and professional development staff to facilitate successful organizational changes.
    • Establish efficient communication processes, including preparation, channel utilization, review, and distribution mechanisms.
    • Advocate for activities that promote user education and adoption of new services and technologies.
    • Formulate and implement the program's training/learning plan.
    • Evaluate success through customer experience and satisfaction metrics.
    • Ensure the timely execution of all OCM-related project deliverables.
    • Provide coaching and mentorship to other team members. and
    • Perform other duties as assigned.
    Required Experience:
    • Five (5) or more years of recent experience in OCM, communications, and learning improvements, with a focus on leading enterprise-level process improvement projects.
    • Strong project management skills and familiarity with project management tools such as Microsoft Project.
    • Thorough understanding of change management principles and methodologies.
    • Ability to adapt to and work effectively in ambiguous situations, including qualities such as resilience, tenacity, and a propensity to persevere.
    • Excellent verbal and written communication, problem-solving, and decision-making skills.
    • A customer-service and teamwork-oriented approach.
    • Demonstrated ability to influence, mentor, and be a reliable source of knowledge for less experienced team members.
    • Prior experience working with technical IT teams and business users.
    Preferred Experience:
    • Certification in change management (e.g., Prosci, Certified Change Management, Certified Change Management Professional (CCMP), Accelerating Implementation Methodology (AIM). or Change Management Specialist (CMS)).
    • Previous experience with government projects and stakeholders.
    • Proactive problem-solving skills and strong initiative.
    • Superior communication skills with the ability to effectively engage with diverse stakeholders.
    • Proficiency in negotiation and mediation.
    • Demonstrated skills in facilitation and team building.
    • Familiarity with IT standards in a criminal justice environment.
    • Experience in managing OCM for large projects with a substantial user base.
    • A high-energy demeanor and diligent work ethic.
    • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and prioritize activities effectively.
