    Job Summary (Role in organization):

    The position is critical in assisting Authority in meeting our mission of mobility. The impact of public transportation runs much deeper than a trip from point A to point B. We are the means for which people have access to experiences that alter their lives in meaningful ways. Our culture of innovation and stewardship champions that mission. This leads and performs complex planning activities to include development and implementation of short and long-term service plans for fixed route services and assist in local land-use processes concerning transportation planning. Other responsibilities include: building schedules, monitoring and analyzing performance indicators, preparing reports and updating Foul Weather Emergency Plan. Work requires applying a wide range of technical and professional planning transit knowledge to new and recurring work activities.

    Key/Reporting Relationship:

    This position reports to Planning Manager. This position receives general supervision and works within established guidelines.

    Some of Essential Duties and Responsibilities:

    Achieves the Authority's mission by managing the service change process, including run time analysis, schedule building and service modifications. Evaluates demand, revenue, and operating cost of the service. Prepares reports and reviews with Planning Manager.

    Developsshort and long-term fixed route service plans to meet public needs, Agency goals, and the Agency budget.

    Leads the development of monthly, quarterly and annual reporting utilizing data. This includes analyzing ridership trends, on-time performance, and other metrics and making recommendations for service improvements.

    Leads the annual service preparation, including forecasting hours, miles, and ridership for all modes based on past performance and future plans.

    Assists in the review of site development proposals for transit impacts and requests new or improved transit amenities.

    Works with the local development community to assure transit inclusions within the development process and coordinate private sector improvements which support public transportation.

    Reviews requests for adding, removing, relocating, or upgrading transit bus zones. Includes maintaining and reviewing ridership database by stop to determine placement of stops.

    Manages Bus Stop Program by coordinating the management of existing assets as well as future planning efforts to for bus stop optimization.

    Develops and coordinates ride-check audit program to monitor, both on-board and video count review, and produces associated reports for local and federal reporting requirements. Analyze organizational data and provides assessments to senior managers.

    Prepare cost-benefit and return-on-investment analyses to help management decide whether implementing the proposed approaches will be financially feasible.

    Revises and coordinates annual revisions to the Agency's Foul Weather Emergency Plan across departments. Implements plan updates as required.

    Reviews site plans, development proposals, or environmental documents for short- and long-range impacts to transit service provision.

    Supports the integration of modes with alternative transportation, such as bike/scooter share and transportation network companies (TNCs).

    Assists in reviewing and updating annual Transit Development Plan and agency Strategic Plan. Collaborates and communicates with other transit agencies on joint issues.

    Some of Essential knowledge, skills, abilities and experience:

    • Bachelor's degree in Planning or a related field is required.
    • 3-5 years of experience of professional transit planning experience; or a combined equivalent of education and experience.
    • Must have good knowledge of Microsoft Office products.
    • Ability to understand forecasting and estimation.
    • Ability to understand transit systems operations and service area.
    • Ability to understand a union contract.
    • Ability to read, write and communicate in English.
    • Excellent analytical skills. Ability to gather and analyze data and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.
    • Ability to speak clearly and communicate one-on-one, in small groups and to make presentations; to facilitate meetings, to listen actively, to persuade others to accept recommendations.
    • Ability to be organized and work on multiple projects in a fast paced environment.
    • Ability to maintain confidentiality.

    Certificates and Licenses Required:

    • Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
