    Summary:


    Island Creek Associates, a professional services firm, is currently seeking a Program Management Analyst, Senior to support PMA 261 Program office at Patuxent River, MD.

    The candidate will be a member of the Development and In-Service Level 1 IPT's.

    This is a high visibility position within the CH-53 Program Office, which is fast-paced and demands a high degree of professionalism, and polish.


    Duties/Responsibilities:
    Apply analytic techniques in the evaluation of program/project objectives.
    Analyzes requirements, status, budget and schedules.
    Perform management, technical, and/or business case analyses.
    Collect, complete, organize and interpret data relating to

    aircraft/weapon/project

    acquisition and product programs.
    Track program/project status and schedules.
    Apply government-instituted processes for documentation, change control management and data management.
    Lead developer of the CH-53K future path to synchronize the following:1.

    Strategic 53K Development Messaging
    Tools maintenance
    1.

    Capabilities Roadmap (as required in support with Class Desk)
    2.


    New DIRE tool for prioritization planning and information (Deficiency Information Repository and Execution (DIRE)) coordinated with FCOE, Configuration Management, Class Desk, L2s, APML intended to assist with bringing forward into CRB for by L2s for execution.

    3.

    Drafting new PMA-261 Business Rules to support construction and use of DIRE tool.
    Collect, complete, organize and interpret technical data and financial information relating to acquisition and product programs.
    CIPT in general support with Class Desk and CM/CRB 8-pager decisions updates
    In support of future POM builds and alignment with the above strategic messaging
    General support of Development and In-Service Level 1 leads for PMA briefs with the potential for:1.

    Joint PMA-261 and Contractor meetings
    2.

    Assignments to support the Program Manager and Deputy Program Manager as required.
    Collecting, advising, submitting all required Talking Points for upward communications.

    Apply foresight and complex problem-solving skills to rapidly identify concerning areas and aggressively address corrective actions; often either correcting and briefing leadership – or presenting solution options for consideration.

    Track program/project status and schedules.

    Participate as a member of and/or support to the Development and In-Service Integrated Product Teams (IPT); and IPT directed business meetings.

    A self-starter who can assist with running budget and financial reports from the NAVAIR Common Spend Plan Tool (CSPT)

    Experience with Program Management Tool (PMT) and Acquisition Document support (Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Procurement Initiation Documents (PIDs) to support Development IPT where necessary.

    Maintain and coordinate calendars and meetings on behalf of the Development and In-Service Level 1's

    High level of experience with scheduling and coordinating meetings

    Ability to adapt and prioritize in a dynamic environment

    Distribute briefs and files for all meetings listed above (Teams chat and attach to meeting maker) as required.
    Experience handling sensitive Program and IPT information.

    Meeting Minutes/Action Items

    Whiteboard sessions (strategies, plans)
    3.

    Execute planning session ideas

    Support the preparation for reports; including but not limited to charts and briefs, Program Management Reviews (PMRs) and multiple additional executive level meetings to include associated presentation data.

    Provide expert level analysis and advice to Development and In-Service Level 1 IPT leads.

    Assist in the development of budget exhibits and schedules of critical projects in coordination with cross-functional teams across the PMA and CH-53 enterprise.

    Utilize foresight and complex problem-solving skills to rapidly identify concerning areas and aggressively address corrective act.


    Work Environment:
    This job operates in a professional office environment.


    Supervisory Responsibility:
    This position does not have supervisory responsibilities.

    Position Type and Expected Hours of Work:
    This is a full-time position. Days of work are Monday through Friday. NAVAIR core working hours are 8:30 a.m. to 3:00 p.m. Evening and weekend work may be required as job duties demand. CWS is authorized for this position.


    Travel:
    No travel is expected for this position.


    Required Education:


    Master's degree, OR a bachelor's degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree, OR associate's degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree, OR six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted.


    Experience:
    8 years' experience in program management, technical and/or business analysis, and included in the 8 years' experience, must be 3 years' professional experience supporting major weapon systems and component development; with an emphasis in configuration management, engineering change proposals, technical evaluation,

    contracts/procurement,

    and DON acquisition.

    Clearance:
    This position is subject to a government security investigation; must be able to maintain a secret clearance .


    Physical Demands:
    This is a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand, as necessary. Must be able to lift up to 15 pounds at times.
