    The purpose of this position is to provide administrative support to the Logistics and Support Services Division for fleet operations, inventory management system, emergency radio management, and building security including access and door keyways. Initiate information technology purchases and repair including hardware, software and related equipment. Work will include tasks including but not limited to invoice payment and reconciliation, use of a department's purchasing card, creating requisitions for purchase orders, auditing invoices and statements, tracking of purchases, use software to maintain inventory of assets tracking to employees. Other Program/Project Management responsibilities as assigned.

    This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPIEU union. The schedule for this position is M-F, 8am to 5pm.

    Essential Functions:
    • Assist in the purchasing of supplies, equipment and other Department services, adhering to City of Vancouver Procurement Thresholds and Processes which will include soliciting vendor quotes and contacting vendors to receive best price possible.
    • Manage and use purchasing cards, enter and process requisitions, enter purchase orders, enter invoices for payment in City Finance Software.
    • Issue equipment and supplies to Department employees and track for equipment needing renewal, disposal and for lost/damaged items.
    • Collect and dispose of surplus Department items according to City of Vancouver policy.
    • Inventory control including receiving and maintain inventory of what is issued and perform annual inventory audit. Ensure inventory stock level is adequate and initiate re-order when necessary.
    • Coordinate department fleet including tracking fleet, working with City Equipment Services and other Department staff to order new vehicles, set up of new vehicles, repair and maintenance of all vehicles and related equipment. Knowledge of fire vehicle fleet and equipment.
    • Serve as Department contact for IT purchases, repairs and coordinate with City IT. Understand computers, software and associated hardware and their use.
    • Organize projects and participate in the process of Department changes and upgrades related to security, fleet, facilities and IT.
    • Serve as lead for Department inventory control and software and provide assistance to others in review of assets and control of assets.
    • Gather historical data related to supplies and equipment purchases to assist with budget projections and preparation.
    • Knowledge of technology as it related to computers and emergency communications that may include two-way radio communications, cellular, GETs and FirstNet communications including coordination with outside agencies.
    • Perform other duties and responsibilities as assigned.
    Qualifications

    Experience and Education

    Experience:

    Two (2) years of project and program management experience.

    Education:

    Equivalent to a Associate's Degree

    *Equivalent combinations of education and experience may be considered.

    Computer Skills

    Intermediate skills using Microsoft Office Suite

    Required Licenses and/or Certifications

    Valid driver's license

    Knowledge
    • Warehousing and inventory procedures

    • Project management methods, techniques, terminology and procedures
    • Contract management methods, techniques, terminology and procedures
    • Principles and procedures of record keeping and reporting
    • Pertinent federal, state, and local laws, codes and regulations

    • Modern office procedures, methods and computer equipment
    • Use of personal computers and basic software
    Abilities
    • Learn the organization, procedures and operating details of the Fire Department
    • Organize, stock, and issue supplies and equipment
    • Perform routine mathematical calculations
    • Electronically file and document inventory, supplies and records
    • Determine and forecast needs based on inventory supply, seasonal needs and use trends
    • Research and provide recommendations
    • Work courteously with the general public on the telephone or in person
    • Maintain accurate records and files
    • Understand and carry out oral and written directions
    • Work independently in the absence of supervision
    • Operate a personal computer and appropriate software
    • Work in a manner consistent with the City of Vancouver's Operating Principles
    • Work and act as a team player in all interactions with other City employees
    • Provide a high level of customer service at all times

    Selection Process:

    Application Review : Candidates will be evaluated based on the content of their application and those deemed most qualified will be invited to participate in the remainder of the selection process.

    Oral Interview (Pass/Fail based on 70%): Questions will be job related and may include but not limited to, the qualifications outlined in the job announcement. Minimum passing score of 70% is required. The oral board will consist of a three to five member interview panel who will ask the same position-related, pre-established written questions of all candidates. The panelists' evaluations will be combined resulting in candidate interview scores. Those passing with a 70% or higher will be placed on an eligibility list.

    Final Interview: As positions become available up to the top three candidates from the eligibility list will be invited to participate in a final selection interview.

    This position is subject to successful completion of a pre-employment reference check, a basic criminal background check, a driving abstract and a medical evaluation.
