    General Definition of Work

    This position has overall responsibility for the operations, maintenance, administration, compliance, and safety of all personnel and activities conducted at the plant. This position ensures the achievement of the goals and objectives to ensure safe, successful day-to-day operation of the assets. This position requires highly skilled technical, administrative, and supervisory work supporting the power generation facility. The Plant Manager is responsible for the supervision of all power plant personnel. The position interacts daily with FMPA staff and coordinates resource utilization with the FMPA Fleet. The position is responsible for meeting all Operations and Maintenance requirements.

    Essential Functions

    • Supervise Operations, Maintenance and Administrative Personnel.
    • Direct preparation and submission of plans and reports to FMPA and regulatory agencies in compliance with applicable rules, laws, and regulations, and approved operating practices.
    • Establish and maintain employee relations. In conjunction with FMPA HR , approve personnel actions (selections and promotions, disciplinary, and others).
    • Establish controls for efficient and economical use of supplies, tools, and maintenance materials.
    • Establish and approve procedures and methods specific to the plant for operation, and maintenance.
    • Work with FMPA and FMPP to plan and schedule plant outages, forced outages, and general.
    • Establish operating practices for efficient use of available resources.
    • Oversee overall plant safety procedures, coordinate plant safety program, and enforce safety rules.
    • Review and recommend to FMPA plant improvements and production enhancements.
    • Operate plant in strict compliance with all Federal, State, and local ordinances, licenses and permits.
    • Plan and approve training for all personnel to meet ongoing O&M requirements.
    • Develop the following:
      • Training program
      • Operating and maintenance and capital budgets.
      • Approve and direct emergency operating activities.
    • Oversee warranty claims.
    • Perform other tasks assigned by FMPA

    Knowledge, Skills, and Abilities

    Thorough knowledge of the principles and practices of mechanical & electrical engineering. Knowledge of the principles and methods involved in the design, construction and operation of natural gas fired electric power generation facilities, and turbo machinery. Knowledge of the use of computers. Ability to coordinate activities.

    • Thorough knowledge of Power Plant control systems and ability to read SAMA and Logic control diagrams.
    • Thorough knowledge of the occupational hazards connected with power plant operation and of necessary safety precautions.
    • Considerable knowledge of management techniques and procedures.
    • Considerable ability to plan, lay out, schedule, assign and inspect the work of power plant personnel.
    • General ability to prepare specifications and monitor contractors.
    • General ability to establish and maintain effective working relationships with subordinates and other agencies
    • General ability to communicate effectively to higher levels of management and governance boards.

    Special Requirements

    May be required to undergo respirator fit testing, spirometry (pulmonary function) testing and evaluation, appropriate training in using applicable respirator(s) safely and properly, identified by occupation, subject to National Institute for Occupational Safety and Health Administration (NIOSH), OSHA and industry standards.

    This is an exempt management position that requires announced or unannounced work and the ability to respond to call-out work during non-working hours or emergencies.

    A valid State of Florida Driver's License is required

    Education and Experience

    Graduation from a four-year college or university with a technical degree in Electrical, Mechanical or Power Plant Engineering. Minimum fifteen (15) years supervisory and managerial experience in the operation and maintenance of an electric power generator plant. Specific experience with natural gas fired combined cycle power plants is required.

    A comparable amount of training and experience may be substituted for the minimum qualifications.

    Physical Requirements

    Heavy lifting (45 lbs. and over); heavy carrying (45 lbs. and over); reaching above shoulders; use of fingers; use of both hands; climbing (use of arms and legs); use of both eyes; distinguishing basic colors; distinguishing shades of colors; good hearing (without hearing aid). Wear restrictive safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, and hard hats.

    Normally works inside in air conditioning; however, may be required to work in heat; in cold; in high humidity; in bright sunshine; in dampness; on slippery or uneven surfaces; on or with ladders or scaffolding; at heights above ground level up to 50'; confined spaces; working closely with others; with poor lighting; poor ventilation; miscellaneous odors and fumes; with odors of gas; atmosphere or safety equipment used or needed air pack; hearing protection; hard hats; safety glasses; goggles; face shields and safety belts.
