    Summary

    The Program Specialist is responsible for providing assistance to the DUI Program Supervisor in all functions and operations of the Alcohol Highway Safety School (AHSS) program for the County of Chester; administering CRN (Court Reporting Network) evaluations to clients; providing course instruction; and ensuring completion of reporting requirements.
    Essential Duties
    • Partner with Program Supervisor to coach, monitor, and develop CRN Evaluators and DUI instructors in accordance with the PA DUI Association.
    • Conducts interviews on assigned referrals using standardized reporting forms.
    • Administers the CRN Evaluation to clients arrested for DUI (Driving Under Influence) and adheres to the CRN evaluator expectations. .
    • Conduct AHHS classes and adheres to the AHSS Instructor expectations.
    • Provides notice of CRN recommendations and provides resources to clients.
    • Supplies information to the state on the truthfulness/accuracy of data collected.
    • Communicates with local and state police on arrests and (BAC) Blood Alcohol Content information.
    • Conducts criminal history record searches to verify information.
    • Schedules participants in appropriate AHSS classes; tracks attendance; ensures payments. Responsible for timely accurate data entry in case management systems.
    • Research trends, facts and statistics related to alcohol, drugs, and substance use disorders. Share the information and gather the materials used for the AHSS curriculum.
    • Provide support services for the DUI program and ensure that coverage is provided in the absence of Program Supervisor, Evaluators, or Instructors.
    • Continuously review and update class materials used for AHSS curriculum.
    • Mentor new CRN evaluators and DUI instructors and provide timely feedback.
    • Perform other duties, tasks, and special projects, as required.
    Qualifications/Preferred Skills, Knowledge & Experience
    • Bachelor's degree from an accredited college or university in Criminal Justice or related field, or equivalent combination of education and experience.
    • One year of experience in Drug and Alcohol, Counseling or Criminal Justice field.
    • State CRN Certification required or become certified within three months of hire (State certification must be maintained as required by law.)
    • State Alcohol and Highway Safety School Instructor certification required or become certified within three months of hire.
    • Ability to plan, organize, coordinate, and prioritize.
    • Strong interviewing and investigating skills as well as excellent listening skills.
    • Proficient with all applicable databases.
    • Considerable knowledge in drug and alcohol use/disorders.
    • Knowledge of the legal system with regards to BAC information and DUI cases.
    • Ability to work with all types of individuals, agencies, and the public.
    • Ability to maintain confidential information and prepare thorough, clear and concise reports.
    • Strong verbal and written communication skills.
    • Strong professional ethics with demonstrable integrity and honesty.
    • A valid driver's license and use of a personal vehicle is required.
    • Ability to foster an open, cooperative, and collaborative work relationship within the Courts and other department and community agencies.
    Preferred Skills, Knowledge & Experience:
    • Experience in dealing with or collaborating with government agencies.
    • General knowledge of County Policy and Procedures.
    • Knowledge of evidence-based practices and motivational Interviewing
    • Professional development training in conflict resolution, leadership, team building, etc.
    • Excellent organizational and time management skills.
    • Exhibits sound and accurate judgement.
    • Accurate and detail oriented.

    Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.

    Physical Demands:
    While performing the duties of this position, the employee is frequently required to sit, stand, walk, talk and hear and drive a vehicle. Occasionally, the employee will need to bend at the waist while working; kneel; stoop, crouch, or squat; climb stairs and taste or smell. On rare occasions, the employee will need to carry, lift or push items; twist or rotate at the waist; and reach above shoulder height.

    The special vision requirement for this position is:
    • Close vision (i.e., personal computer operations).
    • Close and distance vision while driving a vehicle.
    Work Environment:
    • The noise level in the work environment is usually moderate.
    • Monitoring alcohol use exposes incumbent to potential health risks.

    • This position requires professionalism.

    • May need to work extended hours.
    Will occasionally need to drive to and from locations.
