    Job Duties


    The Department of General Services, Office of Fiscal Services is seeking a qualified applicant to fill the position of Financial Services Specialist within the General Ledger/Financial Reporting Unit providing accurate, appropriate, and timely financial information that is relevant to a given stakeholder, ensuring financial processes are efficient and effective, ensuring records are maintained and providing proactive, courteous customer service.

    This position will perform a variety of complex accounting and analytical functions to support Divisions within the Agency.

    This position will monitor, analyze, reconcile, maintain, and provide financial accountability for multiple state and federal accounting funds while providing technical assistance and functional support to end users of the DGS financials.

    This position will work with Division Managers and their staff to detect and resolve any accounting discrepancies and/or non-compliant financial transactions.

    This position will also require financial projections and forecasting of accounting data.

    This position will be responsible for supporting month-end and year-end processes which include preparation of journal entries, fixed asset transactions, cost allocations, reconciliations, financial reports, and year-end attachments.

    This position will be responsible to independently perform special projects which may be of considerable difficulty.

    This position is eligible for limited telework after 6 months of satisfactory performance.

    Minimum Qualifications


    • Knowledge and experience working with accounting and financial functions with full scope of daily fiscal operations, financial reporting practices, fiscal month-end and year-end close.
    • Considerable knowledge and experience applying the principals of GAAP.
    • Knowledge and experience with fund and governmental accounting, and budget development.
    • Ability to independently research, analyze and evaluate complex financial data and accounting transactions.
    • Experience with financial reporting practices, fiscal month-end and year-end close processes.
    • Knowledge and experience of cash and accrual basis accounting, and governmental financial policies and procedures.
    • Documented experience effectively using automated financial accounting/database applications manipulating large amounts of data and providing end user support.
    • Strong ability to effectively reason in the abstract, conduct complete and thorough analysis, interpret data for accuracy, determine the impact of actions using problem-solving skills.
    • Knowledge and experience of general ledger activity and accounts reconciliation processes.
    • Ability to work independently, multitask, work well under deadlines, effectively prioritize work, and pay attention to details.
    • Ability to understand, develop, explain, and apply policies and procedures.
    • Highly proficient skills in various computer software including Microsoft Office (Word and Excel), spreadsheet applications and accounting software and the ability to effectively use computer software to further develop and improve processes and accomplish work goals.
    • Demonstrated ability to present conclusions and recommendations with justifications.
    • Good oral and written communication and organizational skills.
    • Strong interpersonal skills and demonstrated ability to work effectively with agency management, employees, state agencies, auditors and other individuals.

    Additional Considerations


    • Experience independently establishing, maintaining, evaluating, and improving financial processes, systems and internal controls preferred.
    • Experience with the Commonwealth accounting and policies preferred.
    • Experience utilizing the Commonwealth of Virginia accounting system (Cardinal), PeopleSoft experience, and knowledge of Fixed Asset transactions is highly preferred.
    • Experience working with Federal Grants preferred.
