Program Manager - Major Taylor Project (King County Region) . The Major Taylor Project (MTP) Manager is a community galvanizer, youth advocate, and organizational leader.
The MTP Manager develops and fulfills the vision for the program while inspiring the community to contribute to its success.
The MTP Manager is also an organized and detail-oriented program manager who creates and refines success measures, personnel and volunteer training, and safety protocols.
The Major Taylor Project Manager reports to the Education Director and is a member of the Education Department. They are responsible for supervising and guiding MTP staff and volunteers.This position manages project operations and activities designed for middle and high school students at MTP sites throughout the region.
The MTP Manager will also lead in curriculum development, site development, help promote MTP clubs, and lead in engaging community partners to advance the program.
The MTP Manager will manage community sites and schools throughout the region and will manage a team of full-time and part-time staff.
The Major Taylor Project Manager will have an established track record of building relationships in communities of color and high-need communities in general, balancing multiple projects and meeting desired outcomes.
Due to the large-scale nature of Cascade event rides and their importance to the fiscal well-being of Cascade, staff members are required to work several events a year, a mix of mandatory all-hands events and events chosen by employees.
Who We AreCascade Bicycle Club, the nation's largest statewide bicycle nonprofit, is 10,000-members, 54-years old, and 35-staff strong, serving bike riders of all ages and abilities throughout the state of Washington.
We teach the joys of bicycling, advocate for safe places to ride, and produce community rides and events.Our signature programs include the Seattle to Portland ride, the Pedaling Relief Project, advocacy for connected trail networks and on-street bike networks in Seattle and across the Puget Sound Region, Your Streets Your Say, Free Group Rides, Adult Classes, Let's Go, and the Major Taylor Project.
Washington Bikes promotes the health, safety, environmental, and economic benefits of bicycling. We advocate for people who bike, endorse political candidates, and hold officials accountable.We collaborate with community members and public officials to shape policies and investments in active transportation that create equitable, sustainable, and thriving communities across Washington state.
MTP Program PersonnelMTP works in school districts across two "regions", King County and Pierce County.
Both regions have the following support personnel structure:
Program Managers
Full time role, primarily office-based
Responsible for yearly planning, program goals and quality assurance, and personnel and budget management
Program Coordinator(s)
Full or part-time role, depending on need
Responsible for day-to-day coordination, supply stewardship, and site coordination
Ride Leaders
Part-time/seasonal direct service role
Meet weekly on-site with students
Plan weekly rides, engagement activities, and recruit students
Volunteers
Support ride leaders by organizing club supplies and ensuring students are supported safely on rides

What You'll Bring
Duties and Responsibilities
Project Management
Manage operations for all MTP sites in King Co., ensuring consistent procedures, programming, student learning, and fleet operations/use
Respond to the diverse needs of a portfolio of schools across multiple districts by creating and improving differentiated programming and curriculum
Collaborate with the Fleet & Logistics staff to maintain organized and safe bicycle maintenance and delivery procedures and practices, including driving bicycle fleets to club locations.
Oversee volunteer recruitment, training, management and engagementEvaluate and administer program data collection methods to support data-driven decision-making and program growth
Administration and Team Leadership
Support, mentor, supervise and develop MTP coordinators (1-2 full-time staff) and MTP Ride Leaders (3-6, part-time, direct service staff)
Coordinate, train, and manage hiring, scheduling, contracting, and evaluating of MTP personnel
Work with the Education Director to develop and track program budgets
Report cyclical program outcomes within Cascade Bicycle Club and to outside funders
Collaborate with the Statewide team for program expansion via statewide partnerships
Event Planning
Organize events and activities in accordance with the mission and goals of the Major Taylor Project
Facilitate and direct the MTP team in the planning, staffing, promotion, and execution of MTP rides, events and activities including but not limited to: cyclocross races, Bike Swap, Cascade Major Rides with MTP student riders, and advocacy opportunities
Ensure that event and activity goals are met in areas including but not limited to student learning outcomes, safety, and team member performance
Strategic Partnerships and Community Building
Create and sustain relationships with stakeholders including school district staff, community partners, and volunteers
Oversee outreach efforts at community and school sites to ensure student engagement in programming
Develop and manage strategic MTP partnerships to enhance project outcomes, sustainability and impact
Fundraising Support and Communication of Purpose
Collaborate with the Communications and Technology Departments to shape and help communicate the MTP vision, story, and purpose
Represent MTP to staff, volunteers, members, agencies, partners, community organizations, and the public
Collaborate with the Education Director and the Development Department in pursuing sustainable and aligned fiscal support/s
Skills and Competencies
High level of collaboration, especially in regards to an ability to navigate public school systems and interact with administrators

Qualifications
3-5 years of experience, or equivalent combination of experience and education
Proven knowledge of youth development, adult learners, group development strategies, and successful program structures
Prior people management and/or people development experience
Excellent organizational skills, ability to plan ahead, meet deadlines and goals, and manage multiple projects simultaneously
Ability to give and receive feedback, with a desire for personal growth and development
Experience working with youth in educational settings, especially between ages of 11 and 17
Proficiency in Google/Microsoft Suite, including presentations, sheets, docs, etc.
Ability to lift 25 lbs in the form of moving 10-50 bicycles to/from storage or on/off trucks and trailers frequently
Bike maintenance experience or the willingness to learn (preferred)
Ability and willingness to work occasional evenings and weekends
Ability and willingness to work outdoors occasionally during all seasons
Valid WA Driver's License or the ability to obtain one and the ability to travel within WA State (majority of travel for this position is within King County)
Willingness to drive a towing vehicle and cargo trailer
Job Details
This position is
full-time exempt
and remote-hybrid eligible.
Generally, work can be done off-site, provided there is no loss to team collaboration, the needs of the organization, and the essential functions of the position.
However, residence in Washington state and the ability to come into the office one to three days a month are required.
Some weekend and evening work are required, up to roughly 16 weekends per year. Typical weekly hours for this position are 40 .Cascade Bicycle Club is on a journey to becoming an anti-racist organization.
