General Statement of Duties
This employee performs journey level work by troubleshooting and repairing automobiles, trucks, construction equipment, specialized equipment such as fire pumpers, and non-automotive equipment. Performs related duties as required.

Knowledge of:
The design and function of two and four cycle internal combustion engines and diesel engines.
All of the various systems associated with automotive-equipment, including fuel carburetion, fuel pumps, fuel injection, brakes, steering, transmissions, suspension, electrical, cooling, lubrication, air conditioning systems, ABS brake systems, and hydraulics.
Types and characteristics of various fluids that are put into automotive components.
Mechanics hand tools and standard trade practices and procedures.
Occupational hazards and safe work practices when working with and around automotive equipment and automotive repair equipment.
Testing instruments, such as voltmeter, multimeters, etc.
Operating and repair characteristics of a variety of automotive equipment such as cars and trucks.
Battery charging procedures.
Basic installation procedures for electrical components on equipment.
Skill to:
Operate basic PC computer programs.
Diagnose problems using knowledge of equipment, past experience, and test equipment.
Perform work on components of equipment including cleaning diesel fuel systems, repairing and adjusting carburetors, repairing hydraulic systems of all kinds such as brakes, engines, oil and water, installing electrical equipment.
Use mechanics hand tools and test equipment associated with automotive repair, maintenance, overhaul, and replacement including pullers, filler gauges, pressure gauges, volt and ohm meters, micrometers, timing lights, etc.
Drive a motor vehicle in order to transport oneself on the streets and highways.
Ability to:
Detect unsafe work behavior.
Decide if a component needs to be cleaned, replaced, or repaired using guides in service manuals and the types of and extent of adjustment, alignment, repair, or replacement.
Improvise by using materials on hand in order to reactivate equipment in emergency situations.
Plan and organize work so that all parts needed to complete a project are ordered ahead of time when possible.
Comply with practices, policies, and procedures of the department such as keeping work area clean and accessible and regulations dealing with safe and proper use of equipment and tools.
Understand and apply mechanical principles.
Write clearly and concisely to complete reports and forms.
Conduct, read, and interpret results shown on testing devices.
Read and interpret schematics, technical manuals, specification tables, and other written instructions.
Follow oral instructions, listen and understand descriptions of complaints, and translate information to others, either orally or in writing.
Work alone, or with others, and maintain satisfactory working relationships with other employees and users of equipment.
Ability to learn and retain up-to-date changes in all areas of service repair industry.
Retain information such as test procedures replacement procedures and of sequence of operations.
Work in awkward body positions such as kneeling, stooping, and laying on back for long periods of time.
Required Education and Experience

Open Qualifications:Applicants must have two (2) years of paid experience in automotive repair work. It is desirable to possess a certification from the National Institute of Automotive Service Excellence (ASE) and Emergency Vehicle Technician (EVT) Certification.
OR
Promotional Qualifications:Applicants must have two (2) years of experience as an Automotive Mechanic Helper with the City of Cincinnati.
OTHER REQUIREMENTS
Must have a valid Class A Commercial Driver's License or obtain one during the probationary period.
Must be willing to work shifts other than normal business hours including nights, weekends, and holidays.
May be required to lift heavy amounts of weight in excess of 50 pounds.
Must have or obtain a service set of tools necessary to perform the job.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Working and Physical Conditions
Work is performed primarily in a garage area with some exposure to various outside weather conditions. Incumbent is exposed to constant noise, dirt, dust, fumes, smoke, gases, greases and oils. May be required to work in confined spaces.
EXAMPLES OF WORK PERFORMED:

Diagnoses the causes of equipment malfunction to determine which parts need repair, adjustment, rebuilding, fabrication, or replacement.
Repairs engine and associated components such as carburetors, electronic fuel injection systems,
cooling systems, and front-end and rear suspension systems.
Performs tune-ups on engines of various types of equipment including heavy trucks, heavy equipment (e.g. bulldozers, pavers, etc.), and specialized equipment such as wood chippers and air compressors.
Repairs, overhauls, modifies, replaces, or installs mechanical, electrical, and/or hydraulic units such as power-takeoffs, snow removal blades, etc., on trucks and other heavy equipment.
During the process of repairing or overhauling equipment, observes the need for other necessary repairs and performs as required.
Drives a tow truck or other service vehicle to the scene of stranded or inoperative equipment to perform emergency repairs or to tow equipment back to municipal garage.
Evaluates the condition of batteries by testing and discards or cleans and recharges.
Cleans assigned work area and picks up tools and places them in appropriate tool chest or cabinets.
Attends workshops or training sessions on automotive maintenance.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.
Identifies unsafe practices and conditions and brings such matters to the attention of the crew leader or supervisor.

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.
Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
