    Job Description

    Definition:
    Under limited supervision, the Director of Pre-Kindergarten Services provides oversight of the Gaston County Schools Pre-Kindergarten Program. This employee has the role of decision-maker, consultant, and specialist in advising administrators, teachers, and other professional personnel.

    This employee will provide leadership, vision, and direction to the GCS Pre-Kindergarten program (which includes NCPK, ECPK, and Title 1 funding.).


    Duties and Responsibilities:

    • Oversee the budget with accuracy and will develop procedures and guidelines as needed.
    • Coordinate the district, state, and federal policies and procedures to ensure compliance.
    • Prepare the annual budget, all required financial reports, and any other state and/or federal report.
    • Maintain all state/federal program records for state/federal monitoring purposes.
    • Coordinate the improvement of the pre-k program through in-service educational activities, establishing channels of communication.
    • Responsible for keeping the superintendent's office informed of all pertinent information.
    • Perform all other duties relative to the efficient operations requested by the superintendent.
    • Exhibit self-motivation.
    • Communicate effectively.
    • Monitors the compliance at all pre-k sites (program requirements, curriculum, facility, etc.) .
    • Demonstrate involvement with and serves as a resource to schools, families, and community members.
    • Serves as a liaison with regional offices, school administrators, and other district employees regarding the pre-k program.
    • Serves as the liaison with the Department of Public Instruction, the Department of Health and Human Services, Division of Child Development and Early Education for NC Pre-k.
    • Prepares annual NCPK Plan and provides requested information for Title 1 Plan to secure funding.
    • Prepares annual Preschool Survey and grant for IDEA.
    • Monitors and keeps records of Title 1 and NCPK funds.
    • Supervises pre-K specialists, pre-K office staff, pre-K evaluation team, and ECPK itinerant teachers.
    • Oversees the transition process from Part C Early Intervention program to Part B and ensures 3rd birthday and 90-day timelines are met.
    • Provides staff with professional development opportunities; advises and consults staff, assisting with non-routine situations as they arise.
    • Makes presentations for parents, school staff and outside agencies as requested.
    • Maintains records and creates summary reports for the program and any monitoring visits.
    • Conducts personnel administration duties for staff, including hiring, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave.
    • Reads publications and attends area, district, state, and national professional meetings to continuously upgrade professional knowledge.
    • Coordinates, implements, and supervises the Pre-Kindergarten program activities as assigned by the Executive Director for the Department for Exceptional Children.
    • Conducts administrative meetings and applicable trainings for pre-k with principals, teachers and other personnel.
    • Serves as a team player and role model for other employees in the organization and demonstrates a commitment to continuous quality improvement and system wise goals.
    • Monitors purchases, expenditures, and equipment required for daily operation of classrooms along with that of the staff
    • Acts as Contract Administrator for NCPK (North Carolina Pre-Kindergarten).
    • Enters required data into NCPK APP, NCCCIP, and other required data reporting systems.
    • Assures that pre-k classrooms are in compliance with all DCDEE child care licensing requirements and works with local licensing consultants.
    • Works collaboratively with local code enforcement, Environmental Health, and Fire Marshal on facility issues.
    • Reports monthly attendance into DCDEE for all NCPK sites; completes monthly Financial Status Report required for reimbursement.
    • Provides information as requested to GCS personnel (ELL, School Nutrition, etc.).
    • Chairs NCPK Operating Committee meetings each month with private site pre-k providers.
    • Coordinates and prepares for screenings.
    • Coordinates registration and placement for public and private sites.
    • Works with Student Assignment Office to prepare for district-wide registration event.
    • Represents GCS on local community boards.
    • Works closely with NCPK Administrative Board.
    • Keeps information on the website current.
    • Provides assistance with hiring of staff at school level as requested.
    • Performs other related work as required.
    Knowledge, Skills and Abilities


    • Considerable knowledge of the School Board policies, procedures and standards regarding education.
    • Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
    • Considerable knowledge of the current literature, trends and developments in the pre-kindergarten arena.
    • Considerable knowledge of the principles of supervision, organization and administration.
    • Ability to use common office machines and popular computer-driven word processing, spreadsheet and file maintenance programs.
    • Ability to maintain complete and accurate records and statistics and to develop meaningful reports from them.
    • Ability to develop and implement instructional policies and programs.
    • Ability to assess the effectiveness of programs and activities.
    • Ability to interpret educational policies and procedures.
    • Ability to develop long range plans and annual budget.
    • Ability to effectively express ideas orally and in writing.
    • Ability to establish and maintain effective working relationships as necessitated by work assignments.
    • Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, and/or directions from supervisors.
    • Requires the ability to read correspondence, reports, forms, billing statements, invoices, financial statements, rosters, insurance forms, turnaround documents, etc.

    • Requires the ability to inspect items for proper length, width, and shape.
    • Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.
    • Requires the ability to handle a variety of items, office equipment, etc.
    • Must have minimal levels of eye/hand/foot coordination.
    • Requires the ability to deal with people beyond giving and receiving instructions.
    • Must be adaptable to performing under minimal levels of stress and when confronted with persons acting under stress.

    Minimum Training and Experience:

    • Master's Degree in Early Childhood Education, Special Education, Education Administration, or a related field, preferred.
    • Minimum of five years successful classroom experience; or an equivalent combination of education and experience.
    • Ability to speak some Spanish is preferred.
    • Licensed in Birth-Kindergarten preferred.

    Physical Requirements:

    • Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly.
    • Requires climbing, stooping, kneeling, crouching, hearing, reaching, standing, lifting, walking, grasping, and talking.
