    Director of Enhanced Family Care - Manchester, United States - The Moore Center

    Description
    The Director of Enhanced Family Care will facilitate quality residential and community participation services for individuals living in Enhanced Family Care residences reflecting the standards of The Moore Center's Mission Statement. The Director will also ensure fiscal solvency of the department through close monitoring of all financial matters

    Essential Responsibilities:

    • Hire train and supervise a team of Program managers, administrative support and a team of related direct support professionals in all applicable regulations including but not limited to: He-M 1001, 507, 518 and 525.

    • Oversee the Senior Managers to screen, secure, train and support a team of over 100 contracted employees in the position of Enhanced Family Care Provider.

    • Provide oversight to the Provider Payment process by ensuring the tracking, monitoring and execution of all payments on a bi-weekly and as needed basis.

    • Oversee all HR issues for Home Care Providers including but not limited to: performance management, client right's investigation coordination, employment complaint mitigation, and providing financial verification of employment.
    • Ensure that all contracts and related documents between Home Care Providers and The Agency are accurate and up to date.

    • Act as the department liaison with the Certification Unit at the State of NH to ensure the timely scheduling, execution and follow-up for all home certifications under the He-M 1001, 507, and 1201 regulations and oversee the response to any citations or concerns.

    • Oversee implementation of client services outlined in the individual service agreements, including but not limited to the development and implementation of individual client goals and meaningful CPS schedules.

    • Respond to and resolve Home Care Provider or client crises as they arise
    • Lead training and staff development activities as needed for both Enhanced Family Care Providers and agency staff

    • Promote and enhance public relations with both the internal and external community

    • Ensure the monitoring of EFC residences, including assessing environmental safety measures, possessing knowledge of appropriate living quarters, accounting of client property, and client finances
    • Monitor and promote both the physical and emotional health and safety of individuals living in EFC residences

    • Monitor staff schedules and payroll of agency staff and contracted employees in compliance with the Department of Labor
    • Oversee the client intake process including budget and proposal creation, the client/provider match process, build out of the client service model and execution of the move process.

    • Update and implement new policies, procedures and rule compliance as necessary.

    • Develop and implement systems to ensure the timely and accurate submission of all required client documentation, including but not limited to certification records, Progress Notes, Data Sheets, Med QA's, Attendance Sheets and fire drills

    • Responsible for reporting all incidents of client abuse, neglect, and/or exploitation to designated Bureau of Developmental Services staff and the Bureau of Elderly and Adult Services

    • Ensure individual budgets are updated and resubmitted in a timely way for renewal and as client needs change.
    • Oversee the monitoring of service authorizations to ensure funding streams remain open and accessible for payment.

    • Develop, implement and monitor the annualized budget for the Department and be able to speak to the financials when asked.
    • Other duties and responsibilities as assigned by supervisor

    Requirements

    Education and Experience:

    • Bachelor's degree required, plus minimum of five years of experience in Human Services with three years of supervisory experience.

    • Proficiency in Microsoft Office Suite and database systems

    • Valid driver's license and access to a safe operating vehicle during scheduled working hours
    • $100,000/300,000 Automobile Liability Insurance Skills and Abilities

    • Comply with all state, agency and department policies and procedures

    • Ability to work independently, and as part of a team
    • Ability to work a flexible work schedule

    • Demonstrate a strong emphasis on customer service skills, both to our clients and all staff

    • Use of own vehicle is required, and staff is expected to transport individuals in their vehicle

    • Strong communication and organizational skills with the ability to communicate effectively with large staff teams and provide well-written reports and documentation
    • Demonstrate creative, innovative thinking and problem-solving

    • Demonstrate proficiency in Microsoft Office, including Word, Excel, Outlook, and the ability to master new software

    • Interact effectively with people of varied educational, socioeconomic and ethnic backgrounds, skill levels and value systems

All staff must adhere to the NH state law requiring mandated reporting of suspected abuse, neglect, or exploitation. Additionally, staff are required to maintain criminal, motor vehicle and Bureau of Elderly and Adult Services record checks that meet agency standards. Staff are also required to travel and transport clients when applicable. This includes having access to a reliable vehicle, a valid driver's license and maintaining personal auto insurance of $100,000/300,000.
