The

Water Quality Program within the Department of Ecology is looking to fill two

Nonpoint Inspector and Compliance Specialist (Environmental Specialist 3)

positions. The positions are located in our

Central Region Office (CRO)

in

Union Gap, WA .Upon hire, you must live within a commutable distance from the duty station.

These positions will take you outside as you travel throughout the Central Region engaging with watershed communities to inspect, assess, and document activities that are producing nonpoint discharges into state waters.

Providing information and assistance to the public will be your common first steps.

You will work collaboratively with landowners, land managers, livestock operations, agricultural operations, irrigated agriculture, local governments, Tribes, and community members to identify water quality challenges and achieve water quality compliance.

You will gain valuable experience in environmental inspections and the direct application of the environmental laws and rules of Washington state.

Ecology's Central Region stretches from Canada to Oregon along the eastern slopes of the Cascade Mountains.

The environment varies from the snowcapped peaks of the Cascades to the near desert conditions of the Columbia River Valley, which highlights some of the variation and challenges of working on water quality issues in this region.

Central Washington tends to be the least crowded and most affordable region of the state, making it an ideal location to live and work.

While both positions will work throughout Ecology's Central Region, one position will focus on nonpoint investigations within Kittitas, Chelan, Douglas, and Okanogan counties, while the other will be dedicated to nonpoint investigations within Yakima, Benton, and Klickitat counties.

The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.

Tele-work options for this position: These are primarily field response positions.

You will be eligible for up to a 60% tele-work schedule with the expectation of working in the office one to two days per week.

Duties

What makes this role unique?

In these positions, you will be working throughout the very diverse environment of Ecology's Central Region, stretching from Canada to Oregon along the eastern slopes of the Cascade Mountains.

Each watershed has its own distinctive characteristics and contributes to unique communities.

The amount and variety of agriculture operations in this region will challenge and engage you in considering best practices and water quality improvements as you manage a diverse range of water quality issues.

What you will do:
Conduct watershed assessments for potential water quality impacts from land use.

Investigate and respond to water quality related complaints and reports through the Environmental Report Tracking System (ERTS).

Conduct outreach to landowners where water quality reducing activities may be occurring.

Conduct outreach activities to the watershed communities in Ecology's Central Region.

Work with water cleanup project leads on the implementation of Total Maximum Daily Load (TMDL) or other water cleanup plans.

Plan and conduct investigations, including compliance tracking, inspections, and complaint investigations, to gather essential information on discharges from nonpoint sources to support formal Water Quality Program compliance and enforcement actions.

Qualifications


Required Qualifications:
Years of required experience indicated below are full-time equivalent years.

Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.

We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.

Examples of the proration calculations are:

30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

A total of six (6) years of experience and/or education as described below:

Experience in environmental analysis or control, or environmental planning.

Experience may include a combination of the following:
Investigating complaints, performing inspections/surveillance, preparing permit evaluations/reports, assisting in issuing notices of violation or noncompliance.

Performing routine inspections or investigations of facilities or project sites which require specialized knowledge of industry processes, pollutant sources, or natural processes.

Providing customer service follow up to routine inquiries or requests for technical assistance regarding the scientific background and technical implementation of agency programs.

Education:

involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.
