    Summary This position is part of the Deputy Administrator for Naval Reactors, Department of Energy.

    National Nuclear Security Administration Demonstration Project:
    This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NN-04 pay band is equivalent to the GS-14-15 grade levels.

    Responsibilities As a Nuclear Engineer, you will:
    Serve as a cognizant engineer responsible for control systems security for propulsion plant instrumentation and control.

    Serve as a subject matter expert for the research, development, design, acquisition, specification, construction, inspection, installation, certification, testing, overhaul, refueling, operating practices and procedures, maintenance, supply support, and ultimate disposition of naval nuclear propulsion plants.

    Provide engineering advice, guidance and assistance to program offices or site managers on the interpretation and application of technical requirements and policies, evaluation of modifications and/or alternative approaches, and corrective actions as required.

    Develop internal policy guidance and other documents which may lead to changes in policy or program direction.

    Participate in a technical advisory capacity and represent the interests and position of the office in meetings, panels, and conference with other federal agencies, state agencies, national laboratories, contractors, and/or other stakeholders to present briefings/speeches, evaluate and assess technical research and development reports and plans, and present issues, problems, impacts, and solutions.

    Participate on ad-hoc teams comprised of other engineers in the government and the private sector in conducting broad policy studies.

    Provide oversight and coordinating with diverse entities such as organizations within the Navy, Department of Defense, Department of Energy, reactor plant design laboratories, and shipyards.

    Perform a variety of duties associated with Naval Nuclear Propulsion work, including (but not limited to): VIRGINIA Class Submarines/UK Technology Exchange, Commissioned Submarines, Advanced Submarines, Prototype/MTS Ship Operations, Reactor Refueling, Reactor Engineering, Surface Ship Systems, Instrumentation and Control, Reactor Plant Components/Auxiliary Equipment, New Ship Designs, Surface Ship Propulsion, Advanced Technology, Nuclear Technology, Reactor Materials, Nuclear Components, Regulatory Affairs, Shipyard Matters, and/or Reactor Safety.

    SPECIALIZED EXPERIENCE REQUIREMENTS:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 level (or equivalent) in the Federal service.


    Specialized experience for this position is defined as:

    Professional knowledge of the theories, principles, practices, and techniques of nuclear propulsion, mechanical, electrical, and chemical engineering applicable to the full range of engineering duties concerned with the administration, management, planning, and evaluation of contractor activities involving health and safety precautions, propulsion plant design changes and ship construction.

    Time-In-Grade/

    Pay Band:
    Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration.

    Applicants who are current Federal employees and have held a GS grade/pay band any time in the past 52 weeks must also meet time-in-grade/pay band requirements by the closing date of this announcement.

    For an NN-04 position you must have served 52 weeks at a GS-13 level or equivalent. The grade/pay band may have been in any occupation and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials.

    If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade/pay band, as required by the announcement.

    In this instance, you must provide additional SF-50s that clearly demonstrates the one-year time-in-grade/pay band requirement has been met. We will not make assumptions that this requirement has been met. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g. professional, philanthropic, religious, spiritual, community, student, social).

    EDUCATION:
    You MUST provide transcripts to support your education claims. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.


    BASIC REQUIREMENTS FOR ENGINEER:

    Bachelor's Degree (or higher) in Engineering OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate professional field, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

    OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.

    The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

    OR Current registration as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico allows eligibility only if your registration is within or closely related to nuclear engineering.

    Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
