STATEMENT OF WORK SUMMARY
Freedom House is seeking a short-term Consultant to support its capture efforts for the United States Government (USG) upcoming program opportunities in the Democracy, Human Rights, and Governance (DRG) areas in the Northern Triangle (El Salvador, Guatemala, and Honduras).
For example, internet freedom, supporting local civil society and independent media, civic space, digital repression, building long-term local resilience among civil society and independent media, digital security, and digital governance advocacy, among others.
The Consultant will work closely with the business development and Latin America and the Caribbean (LAC) program teams to develop and implement capture strategies and identify and cultivate partnerships.
The Consultant will contribute to the design of a strategy for capturing, competing in USG funded DRG initiatives in the Northern Triangle (El Salvador, Guatemala and Honduras), and winning new awards.
The Consultant will support a Freedom House LAC team effort by researching, organizing and co-leading internal and external consultations, as well as identifying new opportunities and potential risks for Freedom House, including prospective partners, and key recommendations on various capturing approaches and positioning strategies.
The Consultant will use existing organizational knowledge, lessons learned and tools. This is a short-term consultancy with an anticipated period of performance of approximately 6 weeks.The consultant will work in a hybrid modality, with meetings in Washington, D.C and travel to the Northern Triangle countries as needed.
The Short-Term Consultant will have the overall responsibility for:Rapid analysis of existing market opportunities to understand United States Government (USG)'s priorities in the Democracy, Human Rights and Governance (DRG) space and gather intelligence on key opportunities for Freedom House in the Northern Triangle.
For each of the three Northern Triangle countries, conducting a competitor analysis, noting their strengths, weakness, technical offer, operations and staffing, and potential interest of partnering with Freedom House in upcoming opportunities.
Serving as liaison to introduce Freedom House to these international implementers to start exploring future collaboration.Supporting ongoing identification, engagement, and consultations with potential donors, local partners, and stakeholders in each of the three Northern Triangle countries.
This support will consist of identifying a list of key organizations, organizing and facilitating meetings in Washington DC and in the Northern Triangle countries with these organizations outlining meeting agendas and discussion points, co-leading meetings, summarizing the discussions, and producing key takeaways and recommendations for next steps.
Consultations/meetings will focus on gaining feedback on the opportunities and potential areas of collaboration and potential risks.A key deliverable will be a report identifying and mapping out potential partner organizations in each of the three Northern Triangle countries, determining the areas of collaboration that aligned with Freedom House's mission, highlighting capacity of each partner organization and recommending role types and approaches for potential collaboration/partnership in future opportunities (Freedom House as a sub, Freedom House as a Prime).
Conducting desktop reviews of existing and previous USG and non-USG models of direct engagement with local partners in the Northern Triangle in relevant DRG areas that speak to Freedom House's mission and capabilities to better understand relevant lessons learned, challenges, and opportunities that will inform the design of future partnerships, proposals and strategies.
REQUIRED EXPERTISE:
Advanced degree in political science, governance and/or human rights preferred and strong analytical and communication (written and facilitation) skills.
The ideal candidate has an employment history that demonstrates extensive analytical skills, and an ability to craft information succinctly with a high degree of technical depth.
Extensive knowledge of supporting local civil society and independent media, civic space, digital repression, building long-term local resilience among civil society and independent media, digital security, and digital governance advocacy, and human rights protection, global governance interventions and trends, and substantial extensive experience designing programs.
Extensive knowledge of global USG governance programming and policies.Excellent coordination and facilitation skills relevant for organizing, facilitating, and leading consultations, identifying potential partners, and bringing relevant stakeholders into the conversation.
Ten (10) or more years of relevant experience in USG DRG strategy development, program design, partnership-building, and research and analysis.
Excellent oral and written communication skills, including the ability to produce and edit written documents in English, including proposals. Strong presentation and facilitation skills.Ability to speak in Spanish.
Experience in managing and leading USG funded global initiatives preferred.
Demonstrable experience working successfully as an individual and as part of a team.
Knowledge of USG grant policies, regulations and procedures. Knowledge of non-USG initiatives and experience working on USG or non-USG partnership initiatives or programming is a plus.
