    PositionTitle: Program Control Analyst/Budget Analyst
    Location: Chantilly, VA
    Clearance: TS/SCI Required (CI Poly Preferred)

    Duties:
    • Support fiscal reviews and formulation of the Intelligence Program Budget Submission (IPBS), Congressional Budget Justification Book (CBJB), and Congressional Justification Book (CJB)
    • Research and analyze fiscal and budget activities and resource allocations
    • Support budget exercises, identify opportunities to close gaps, resolve data discrepancies, and recommend resource allocations
    • Maintain internal controls and reconcile and analyze program performance and progress against planned resource allocations
    • Interface/update/maintain financial systems such as NEXT, NEAR, NFIS, FIT, FIRsT, and EpX Studio
    • Generate, coordinate, and process Request for Contract Action (RCA), Funds from Others (FFOs), Funds to Others (FTOs), Funds Transfers Requests (FTR), Communication Service Requests (CSRs), and Corporate IT Procurement (CIP)
    • Directly support Government staff to align the financial management approach with program objectives
    • Review and consolidate program requirements and spending plans for accuracy and completeness
    • Analyze trends and developments in planning, programming, budgeting, and execution (PPBE) processes to identify inconsistencies that could impact financial performance by utilizing Earned Value Management (EVM) data and Contract Fund Status Reports (CFSRs)
    • Develop a working knowledge of financial policy, procedural guidance, and strategic issues to determine the funding impacts on existing program budgets and schedules, and to recommend resource solutions to senior management
    Required Qualifications:
    • Bachelors degree in a technical or business-related discipline with a minimum of 12 years of relevant experience, or a high school diploma with 16 years of relevant experience
    • IC and/or DoD experience in PPBE
    • Proficient in Microsoft Office, including PowerPoint and Excel (pivot tables and macros)
    • Knowledge of project management concepts and principles
    • Understanding of Federal Appropriation Law, concepts, methods, and standards impacting financial activities
    • Knowledge of Federal Government budgetary principles and procedures
