    Summary This position is located within Prevention and Abatement (PP&A) (EP), Environmental, Fish and Wildlife (E), Bonneville Power Administration (BPA).

    A successful candidate in the Program Analyst (Environmental Compliance) position will serve as an analyst and advisor to the Pollution, Prevention & Abatement manager, the EPI and EPR managers, and staff within the division.

    Responsibilities As a Program Analyst (Environmental Compliance), you will:

    Exercise analytical ability and expertise in coordinating, managing process flows and providing program and project support for the entire organization.

    Coordinate, manage, and lead PP&A program analysis and planning efforts (e.g. an annual work plan and quarterly updates; PP&A strategic measures and program targets).

    Track program deliverables and milestones and provide recurring updates to appropriate staff; and assist managers in identifying expected timing delays or program risks, recommending course corrections.

    Prepare, coordinate, update, and track budget and contracting documents required for the authorization, scheduling and funding of PP&A programs and projects.

    Coordinate, manage and assist other staff members in contracting actions and invoices/disbursements for PP&A procurements.

    Plan, implement and maintain refined and well-documented record management systems, associated protocols, and tracking tools to respond to records management needs for the organization.

    Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.


    Specialized experience for this position is defined as:
    (1) Planning and conducting administrative analytical work related to the planning, development, and implementation of an organization's programs; (2) providing guidance on a wide range of environmental laws, regulations and policies applicable to the administration of projects; and (3) recommending program updates to resolve roadblocks to program milestones and deliverables. Compliance Database Administration Financial Management "Experience" refers to paid and unpaid experience.

    Examples of qualifying unpaid experience may include:

    volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

    Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
