Position Purpose/Summary


This positon is responsible for efficient and effective administration and supervision of the Springfield Police Department Crime Analysis Unit/Fusion Center, its resources, equipment, and staff. Under limited supervision, this position supervises, trains, coordinates, and directs the work flow of the crime analysts on various shifts. The Reporting Supervisor will be responsible for the collection, analysis, and dissemination of crime data and intelligence as well as providing supervision and direction to subordinate personnel. This position is responsible for ensuring the exchange of information pertaining to criminal activities, personnel issues and procedures within the unit, in order to maintain the most effective operation possible. Reports to the Crime Analyst and Quality Assurance Manager and supervises assigned employees.

Essential Functions

  • Develop and implement goals, objectives, policies and procedures; initiate changes and improvements to existing standards; monitor work activities to ensure compliance with established standards.
  • Plan, prioritize, assign, supervise and review the work of staff responsible for crime analysis and reporting activities; identify resource needs and allocate resources accordingly.
  • Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, recommending changes and suggestions, writing, reviewing, and editing reports prepared by staff, and approving completed projects and reports.
  • Oversee staff training, including training on the use of a variety of database systems; work with employees to correct deficiencies; implement discipline procedures.
  • Oversee and implement crime analysis and reporting activities including collection and analysis of a variety of economic, geographic, or social information; utilize sources from calls for service, census, demographic, tools aimed at tracking crime incidents in real time and forecasting future activities and other related data to display informational analysis to police administrators and City officials.
  • Perform a variety of advanced tactical analysis; develop and test crime prediction and resource allocation statistical models; advise sworn staff of areas of high crime probability; develop and prepare charts, graphs, maps, reports, and related material.
  • Perform social network analysis to accurately depict organized criminal gang operation networks and levels of involvement to assist with identification and enforcement prioritization.
  • Review confidential law enforcement bulletins regarding crime trends and patterns directly related to police operations.
  • Collects and distributes crime bulletins from outside law enforcement agencies; highlights relevant information and provides commentary.
  • Maintain contact with outside agencies in the collection, sharing and dissemination of useful crime analysis and statistical reporting information.
  • Use mapping software to correlate crime and offender data; maintain training for staff to ensure timely and accurate analytical maps are used.
  • Supervise real time evening shift analysis efforts to improve citizen/officer safety and police efficiency by providing intelligence and using IP camera addresses to provide accurate real time data for sworn personnel responding to calls for service in relation to: weapons offenses; domestic assaults; gangs; business and residence break-ins in progress.
  • Supervise use of IP camera addresses to remotely monitor known and suspected areas prone to criminal activity and/or civil disruption. Provide timely feedback for appropriate police response or intervention.
  • Plan, organize and conduct employee, community and business group meetings to disseminate information, encourage responsiveness and participation in department plans and objectives.
  • Works with, assists, and trains a variety of uniformed commissioned officers and civilians; provides case support; determines analysis assistance that can be provided by patrol and investigative units.
  • Conducts beat reconfiguration studies; initiates, develops, and completes comprehensive surveys, research projects, and program evaluation studies.
  • Create and maintain a formal training program for incoming analysts.
  • Maintain communication with vendors & program support staff to remedy issues, upgrade programs, and make suggestions to improve efficiency and effectiveness of analyst tools.
  • In the absence the Crime Analysis Manager, provide Emergency Management support and direction for situations developing in the field basing decisions on data developed in the real time crime analysis center.
  • Assist the Crime Analysis Manager with department budget.
  • Perform related duties as required

Knowledge, Skills, and Abilities

  • Advance principles, practices, methodologies of public administration, statistical analysis, crime and intelligence analysis, and police operations.
  • Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
  • Advanced computer skills in Microsoft Office Suite.
  • Knowledge of statistical application programs and relational databases and linking software (ESRI Arc GIS, Omega Crimeview, I2).
  • Ability to communicate orally and in writing in a clear and concise manner.
  • Ability to maintain open and clear communication with sworn officers.
  • Remains current with research methodologies, police issues, and crime analysis best practices; recommends improvements in crime analysis practices; coordinates and leads research projects

Education and Experience

  • Bachelor's degree in criminal justice, public administration, statistics, geography, or related field.
  • Five (5) to seven (7) years of experience in crime or intelligence analysis within a law enforcement agency.
  • Two (2) years of Supervisory experience.

Use up to 3 of your accrued sick days as Personal days. Personal days cannot be rolled over into the next calendar year.
