    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At this time, agencies may recruit and hire employees by making temporary appointments.

    In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), itis expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    COMPETITIVE MINIMUM QUALIFICATIONS:

    Administrative Analyst Trainee 1:
    Bachelor's degree or higher.
    Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience.

    Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Senior Administrative Analyst, SG-18 level.


    COMPETITIVE MINIMUM QUALIFICATIONS:


    Candidates must be reachable for appointment on the PCO or PATT eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.


    This position is filled as a traineeship:
    Trainee 1, equated to a grade 13: starting salary is $49,363.
    Trainee 2, equated to a grade 14: starting salary is $52,198.
    Successful completion of a two-year traineeship will lead to SG-18, starting salary $65,001.
    Duties Description Under the close direction of a G-23, Associate Administrative Analyst, the senior administrative analyst/trainee will:
    * analyze, design, and facilitate development of Tax Department forms, making the necessary revisions and following standards and procedures to ensure the forms are correct and can be properly printed, completed by taxpayers, and processed;
    * discuss or hold meetings about the content, design, development, and status of the forms with various stakeholders;
    * organize and maintain information about assignments following section procedures and internal controls;
    * proofread and verify the accuracy of the printed forms and the PDF files published to the department's website; monitor their work schedules, maintain records, prepare and deliver reports on project status and assignment progress;
    * review, analyze, and develop recommendations regarding the impact of proposed and enacted legislation and regulations, conduct research into forms history;
    * collaborate in the development and design of department systems, procedures, documents and Web pages, conduct cost/benefit studies, prepare time and staff effort estimates, evaluate and recommend alternatives;
    * recommend or implement changes to administrative documents (including internal forms, org charts, contact listings), and update section procedures to improve efficiency and effectiveness;
    * attend training classes and propose new or improved computer applications, assist with updating applications used in the section;
    * meet the Tax Department's time and attendance requirements, and their agreement to work overtime as necessary;
    * initiate telephone conversations and email exchanges to gather information about the content, design, development, and status of their assigned forms with various stakeholders;
    * potentially assist with research about various documents (forms, publications, correspondence, and so on) and draft responses to employee suggestions, executive correspondence, Webmaster emails, and executive inquiries; and
    * utilize computer programs (such as Microsoft Word, Excel, Access, Sharepoint & Adobe Acrobat) and procedures used in the section.
