    POSITION OVERVIEW

    Reporting to the WCC Program Manager, this role supports leadership of a cross functional team of direct hire and sub-contractors, through planning and execution of integrated engineering, procurement, manufacturing & building, performance testing, initial operations, and prime contract close-out.

    Implement and administer scope management, develop bid and proposal responses that include both the creation of technical and pricing strategies and resulting in the preparation and submission of proposal.

    Supports communications and presentations to USCG Customer and develops positive relationships.

    Has overall responsibility for Program execution, ensuring that Program is delivered within contract requirements, standards of quality and safety and to Customer and Birdon America performance expectations.

    Main Duties and Responsibilities
    Co-leads development of prime contract strategy and plan. Participates in prime contract (and variation), subcontractor and supplier strategies and plans. Participates in all negotiations including the negotiations of client/customer deliverables and the schedule for such deliverables.

    Responsible for establishing Birdon's Production Facilities in support of the WCC Program, including conducting liaison with subcontractor production facilities to ensure incorporation of all Cutter requirements.

    Supports monitoring and control of all contractual commitments to ensure that all work is performed in accordance with the specifications, drawings, and terms of the contract.

    Participates in maintenance and communication of risk register and trend program and ensures that change orders and claims are processed in a timely manner through a change management control system.

    Ensures that all Customer communications on the prime contract are documented.
    Participates in the establishment of an appropriate, integrated project team (IPT) structure, including home office functional and specialist support.

    Defines and communicates roles, responsibilities, and authorities to IPT members and the Customer to ensure program completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications, and applicable regulatory requirements.

    Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets, contract deliverables (CDRLS), and procedures are established, including Production Sequence.

    Obtains concurrence by members of the IPT, functional management, and the Customer.

    Proactively pursues avenues to improve program profitability, with tactical approach to leveraging vendor relationships, Customer design changes and workforce optimization as key levers.

    Proactively manages the contractual specifications (LLTM, Production Milestones) process with Customer to ensure acceptance and of timely receipt of cash flows.

    Participates in the development of budgets and schedules and ensures that monthly WCC Program progress against the approved baselines for 1) scope, 2) budget, 3) schedule, 4) contract terms and conditions, and 5) program execution plan is reported accurately and in a timely manner to Birdon leadership.
    Enables with the IPT the development, communication, implementation, and continual use of the Production Sequence.

    Develop and approve reporting measuring

    progress/performance,

    providing early warning of deviations from Production Sequence (cost, schedule, and quality). Implements corrective actions.
    Assesses customer perception of quality on a regular periodic basis.
    Establishes a plan to provide training opportunities for program personnel.
    Leads the management concept of Continuous Improvement (CI) among all members of the IPT.
    At the direction of the WCC Program Manager conducts and leads periodic Program and Customer meetings consistent with the Program communications plan to promote and facilitate communication and positive relationships, review

    progress/performance,

    discuss issues and facilitate problem resolution.
    Reviews and approves plans for and execution of Sea Trials/Testing and deployment of ILS with training and warranty support.
    Supports documentation of all turnover activities and enables obtaining Customer's final acceptance of the work.
    QUALIFICATIONS & ATTRIBUTES

    Bachelor's degree, 10+ years of experience, and or cross functional acquisitional experience (Operations, Engineering, Finance and or Contracts).
    DOD or DHS Program Management Experience within a ship manufacturing environment.
    Lead safety and quality through personal example.


    Physical Requirements:
    Position requires ability to work in a manufacturing environment from the beginning of production through sea trials. This includes mobility to work in and around incomplete steel hull and aluminium superstructure.

    Relationships:
    Birdon's senior management team, including Executive and Functional Managers, may provide additional direction and duties from time to time.

    Clear communication and people skills are necessary as direct contact with Birdon clients, prospective clients, and production team is an important aspect of this position.

    It is your responsibility to ensure that Birdon's values and interests are maintained in support of the customer during all internal and external communications.
