Job Description and Duties

Patton State Hospital, Human Resources Department, is accepting applications for at least (1) Permanent, Full-time Senior Psychiatrist Specialist (Forensic) position. The Senior Psychiatrist Specialist works under the Chief of the Forensic Evaluation Department.

Duties include but are not limited to the following: The Forensic Senior Psychiatrist Specialist will be responsible for expediently evaluating and writing reports for OMD, NGI, and IST patients who meet criteria for involuntary medication orders, and for providing testimony at in-house panels and subsequently in superior court for MDO and NGI patients. The specialist will also regularly serve as a panel member at in-house involuntary medication hearings. The specialist will testify at administrative law judge hearings and subsequently at the superior court of the county of commitment for IST patients. The specialist will assist with evaluating, writing court reports, and testifying on OMD, NGI, and IST commitments.

The Forensic Senior Psychiatrist Specialist will additionally perform utilization review assessments for PC 1370 commitments to aid in the early identification of patients who have been restored to trial competence, and the specialist will provide feedback to treatment teams to help identify barriers to competency restoration to facilitate patients being restored to trial competence in a timely manner. The specialist will assist in evaluating PC 1370 patients who may be candidates for a "no substantial likelihood" (NSL) report and will author NSL reports which frequently require an opinion that the patient has exhausted psychopharmacological treatment efforts. The Forensic Senior Psychiatrist Specialist will conduct evaluations for patients who may be candidates for transfer from DSH to CDCR pursuant to Welfare and Institutions Code Section 7301. These evaluations include opinions pertaining to whether adequate psychopharmacological treatment interventions have been implemented prior to making a transfer recommendation. The Forensic Senior Psychiatrist Specialist will participate in the required teleconference calls with CDCR for patients who have been transferred pursuant to WIC 7301.

Minimum Qualifications : Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners. (Applicants who are in the process of securing approval of their qualifications by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment.) and Either I Possession of a valid certificate in psychiatry issued by the American Board of Psychiatry and Neurology, the American Osteopathic Board of Neurology and Psychiatry, or eligibility for examination for such a certificate as evidenced by a written statement from the Secretary of either Board. (Applicants who are in the process of establishing specialty board eligibility will be admitted to the examination, but the required verification must be submitted before appointment.)

Completion within the past seven years of the following training and experience :

1. Three years of psychiatric residency training in programs approved by the American Board of Psychiatry and Neurology or the American Osteopathic Board of Neurology and Psychiatry, two years of which must have been in a program approved for a minimum of two years of such training; and
2. Two years of experience in a psychiatric facility or on a hospital psychiatric service.

Working Conditions

Patton is a forensic psychiatric hospital and was established in 1890 and opened in 1893. DSH-Patton provides treatment to forensically and civilly committed patients within a secure treatment area. The hospital does not accept voluntary admissions.
