- Supervise and manage budget staff in the daily budget programmatic operations in the Division of Budget.
- Approve time and leave in KHRIS.
- Complete performance evaluations.
- Create and present staff training materials.
- Assist staff to ensure duties are completed timely and accurately.
- Implement procedures for the proper planning and effective use of staff resources and project management techniques.
- Provide technical management of functions within the Division of Budget.
- Assist staff with all aspects of budget projections and management.
- Responsible for the development and submission of the Cabinet's biennium budget.
- Review and approve work of staff for compliancy.
- Review divisional procedures and processes and make recommendations for areas of improvement.
- Serve as liaison between the Division and Cabinet agencies.
- Prepare and provide monthly/quarterly/annual reports to inform office heads and division directors of issues related to policies and procedures and developrecommendations as needed.
- Interprets budget policies and procedures, as well as state and federal regulations to agencies.
- Evaluate and analyze budget reports and recommend procedural changes to increase efficiencies and/or cost savings.
- Provide budget technical management assistance to organizational units on the administration of agency budget.
- Attend professional meetings and serve on committees as requested.
- Assist the Division and/or Executive Director in the preparation of budgetary impacts for proposed legislation.
- Prepare correspondence and material for Director.
- Performs duties of Division Director in his/her absence.
- Performs other duties as assigned. Preferred Knowledge/Skills/Abilities:
- Detail oriented, and analytical to ensure budgeting, and administrative procedures, and activities are accurate and compliant with all applicable laws and policies.
- Strong written and verbal communication skills to present budget projections, discuss budget recommendations, planning and budget management to agency management and staff.
- Organizational skills to complete all required budgetary management procedures and documents and reports successfully and timely.
- Supervisory and management skills.
- Ability to grasp new concepts quickly and efficiently to quickly acclimate to the technical requirements needed to perform the tasks noted above. Key Responsibilities:
EXPERIENCE, TRAINING, OR SKILLS: Five years of administrative or management experience, two of which must include direct supervision of personnel.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE Working Conditions Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS
