    DutiesAs a Supervisory Program Analyst, you will:Plans, assigns, and reviews the work of subordinate staff. Develops performance standards and objectives and evaluates overall performance of employees. Makes assignments based on staff skills and availability. Provides advice, counsel, and instruction to subordinates on work and administrative matters.

    Interviews candidates for vacant positions and makes or recommends selection for vacancies, promotions, reassignments, etc., ensuring full compliance with DOT and Equal Employment Opportunity (EEO) policy and regulations.

    Schedules and approves leave. Provides guidance to employees in identifying training and development needs to enhance their capabilities. Ensures personnel actions are supportive of EEO goals and objectives.

    Supports the Department's Evaluation Officer, in coordination with the Chief Data Officer and Statistical Official, in planning for evidence building, including through the Department's Learning Agenda, Capacity Assessment, and Annual Evaluation Plans.

    Works closely with senior leaders in the Office of the Secretary (OST) and across each Operating Administration (OA) to identify, assess, and prioritize where evidence is most need.

    Ensures evidence-building work supports the Department's Strategic Plan, Learning Agenda, Agency Priority Goals, and other Departmental priorities.

    Facilitates discussions between senior leaders across the Department to ensure that Learning Agenda questions and the plans to address them are aligned with strategic goals and strategic objectives.

    Monitors Learning Agenda implementation and reviews and recommends adjustments to related evidence-building work, including evaluations as appropriate, to meet strategic priorities.

    Leads the development of the Department's Annual Evaluation Plans in alignment with the annual budget process. Establishes the Department-wide Annual Evaluation Plan development process and schedule.

    Works with programs to identify resource requirements for carrying out evaluation, and if necessary, helps translate evaluation and evidence priorities of senior leadership into budgetary requests to Congress.

    Coordinates with program officials and senior leaders in each OA to identify significant evaluations suitable for inclusion in the plan.

    Leads a team in reviewing each OA's proposed evaluation projects and providing recommending improvements to the technical rigor, approach, and/or relevance of the proposed evaluation projects.

    Ensures alignment between proposed evaluation projects and the Learning Agenda.

    Facilitates discussions between program and budget officials to ensure the necessary resources for selected evaluation projects are incorporated into proposed budgets.

    Represents the Department in Annual Evaluation Plan discussions and reviews with OMB and other key stakeholders.

    Coordinates with the Department's Evaluation Officer, Chief Data Officer, and Statistical Official to develop and implement the Department-wide evaluation policy or framework for ensuring scientific integrity in evaluation and evidence-building activities in alignment with OMB M-20-12 and related guidance.

    Monitors legislation and Administration guidance on evaluation and evidence-building efforts impacting the Department and leads the integration of evaluation standards and requirements into the Department's management framework.

    The ideal candidate has extensive leadership experience and the subject matter expertise needed to transform the program performance and enterprise risk management functions within the DOT.

    The candidate will be responsible for successfully designing and implementing a long-term plan to elevate these areas and integrate them into the DOT decision making process.

    This will require the ability to recruit and train analytical staff, to work independently, to develop high-quality briefing materials to be used by DOT's senior career and political leadership, to form strong partnerships across the performance community both within the Department and in the Federal performance space and to advance the Department's use of performance data in decision making.

    The candidate must effectively translate the priorities of senior leadership officials and executives and provide clear direction to staff in DOT's operating administrations.

    The individual would also effectively represent DOT when dealing with the OMB, Congressional Committee staff, and other external stakeholders. In addition, the individual should have deep experience managing teams and coordinating high-level deliverables on deadline.

    TIME-IN-GRADE:
    Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F

    TELEWORK ELIGIBILITY:
    This position may be eligible for occasional and/or regularly scheduled telework.

    The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance.

    If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

    QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

    To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:Experience designing or leading either program performance or program evaluation functions for a complex organization.

    ANDExperience designing or leading evidence building framework as required by the Foundations for Evidence-Based Policymaking Act of 2018.

    Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
