Financial Analyst:
This position performs fiscally related duties in support of department accounting, cashiering, purchasing, and payroll. The work involves data input for the maintenance of records, examination, and verification of various fiscal documents.
This position is required to assist in the preparation and interpretation of financial reports produced by automated and manual accounting systems.
Financial Analyst Senior:
Leads subordinates in fiscal procedures. Trains and develops subordinates in financial matters and procedures. Positions allocated to this class assist in the management and operation of a divisional fiscal unit.
Positions are assigned responsibility for fiscal assessment and analysis of program decisions and participate in the development and modification of program requirements.
Employees in this classification will be required to perform portions or all of the duties normally falling under positions within or below this classification other than the one to which they are originally assigned.
Such supplementary duties may be assigned for the purpose of project expediency and as a means of broadening the experience of the employee.
Assignments of this nature will be dependent on current workload and staffing requirements.Financial Analyst:
Preparing vouchers for payment of invoices and allocating expenses to the proper accounts in accordance with the Activity Based Cost System and the State of Washington Budgeting, Accounting and Reporting numbering system (BARS).
Coding time sheets with appropriate BARS and Activity Based Cost System numbering.
Compile information and process Inter-Departmental billing for vehicle and material usage, phones, computer rental and copier charges.
Operate a telephone station, computer, postage meter, fax machine and other office machines, as needed.
Assist employees and the public in researching record information and provide copies as requested.
Financial Analyst Senior:
Responsible for complete accounting cycle of accounts payable, accounts receivable, payroll, and cash control for one or more Funds.
Prepare, audit, examine, verify, and process final documents such as vouchers, purchase requests, invoices, receipts, time reports, payroll/personnel related documents, and cash accountability and control forms.
Positions allocated to this class assigned responsibility for maintenance and reconciliation of the general ledgers for Public Works funds and monthly financial tracking and management reports.
Trains and develops professional subordinates in financial matters and procedures.Participates in the development and modification of the Activity Based Costing program requirements.
Interprets fiscal policies and procedures; monitors and reviews completed work for accuracy; investigates discrepancies; corrects errors; ensures compliance with procedures, policies and union contracts.
Prepares and monitors periodic fiscal reports used as a basis for financial management reports and as needed for budgetary process.
Maintains Fixed Asset records and files in accordance with policies. Coordinates and analyzes physical inventory.Manages and ensures appropriate Archival Records Management practices.
Tracks and monitors preparation and analysis of departmental expenditures, inventory accounting, and BARS coding.
Oversees management of grants as assigned, ensuring compliance with Federal, State and local regulatory requirements. Bill grantor agencies, maintain the highest standards of auditing practices.
Verifies the correctness of work performed by Financial Analyst.
Analyze financial reports, extract required information, research and consolidate information for preparation of needed budget estimates.
Evaluate existing financial systems and identify the need for new or revised fiscal systems or procedures; develop and implement fiscal procedures.
Knowledge of:
Generally Accepted Accounting Principles (GAAP). Washington State Budgeting, Accounting and Reporting System (BARS) required for financial reporting by the State Auditor's Office. Computers, specifically Microsoft Excel and Word programs.
Skills in:
Computerized accounting programs and spreadsheets .
Ability to:
Handle a variety of tasks simultaneously in a calm and efficient manner. Communicate tactfully and courteously with the public and other employees, both in person and on the telephone. Understand and implement County benefits and labor contract provisions to payroll and benefits. Accurately calculate and perform complex mathematical calculations. Compose effective and grammatically correct correspondence and reports. Type and operate office machinery.
Regular, reliable and punctual attendance.
Shows initiative in performing job functions. Performs related work as required.
Financial Analyst:
Associate's Degree in Accounting, or two (2) years of accounting experience. Preferably in Public Sector and/or Public Works.
Financial Analyst Senior:
Bachelor's Degree in Accounting, and four (4) years of governmental accounting, budgeting, and auditing experience. Preferably in Public Works
LICENSES,
CERTIFICATES AND OTHER REQUIREMENTS:
Valid Washington State Driver License
Maintenance of current skills and additional training as needed
This position is required to follow chapter 13 of the
Mason County Personnel Policy
. If offered the position you must provide a Abstract Driving Record from the
WA State DOL
.
New regular employees shall normally be placed at Step 1 of the appropriate salary range.
This position is covered under the Mason County
Engineers' Guild Collective Bargaining Agreement .
OTHER COMPENSATION:
BILINGUAL PAY:
Seventy-five dollars ($75.00) per month for the General certification. Certificate must be authorized by the County.
