    Description
    Duties and Responsibilities:
    • As a Senior member of the Leadership team, participates in the planning, coordination, development, and implementation of long-range goals and objectives of the agency.
    • Establishes and maintains solid working relationships with agency counterparts to ensure that policies pertaining to CAPS are in sync with the practices of other DECAL divisions relative to administration of the CCDF State Plan, and that all vested DECAL parties are apprised of any operational or policy changes that would impact their DECAL operating units/divisions.
    • Represents CAPS at any enterprise or state-wide meetings that would impact the technology plans, operational processes, staffing, and/or policy and practices of CAPS. Communicates any concerns with the Deputy Commissioner or others to identify potential program impact and to recommend and formulate strategies to address those affected business areas.
    • Meets routinely with the directors and managers of the CAPS division to establish and clearly communicate expectations and responsibilities and to assess achievement against performance goals and objectives.
    • Reviews current staffing levels and assesses talent deficiencies and performance concerns; requests staffing additions as determined necessary to achieve service and production goals.
    • Encourages frequent on-going communication from the directors and managers with both the external clients of their services and the internal interfaced DECAL support teams through which CAPS operates to achieve operational success.
    • Assists in the continuous improvement of the application, renewal, and changes workstreams.
    • Helps determine appropriate staffing levels, equipment, and resource needs.
    • Contributes to the implementation of a service model focused on improved performance and more accountability.
    • Helps guide the implementation of 2Gen and other initiatives to support families and provide gold standard service.
    • Develops innovative approaches to address identified operational concerns and to resolve problems and drives continuous improvement in the State-wide program by working with internal and external stakeholders to overcome any perceived resistance to process improvement.
    • Creates a climate that solicits feedback on existing business processes and welcomes suggestions for improvement.
    • Conducts routine meetings with each section to assess operational successes and/or failures.
    • Communicates expectations for process improvement accountability to section directors.
    • Identifies any developmental training needs for staff and secures appropriate resources to address.
    • Develops and maintains an ongoing professional development plan for CAPS staff to help develop bench strength and structured leadership development.
    • Collaborates with the IT division to ensure that system process improvements are evaluated for enhancement value and feasibility as appropriate.
    • Guides and is responsible for all operations of the Scholarship Administration and Family Support sections of CAPS including supervision of four direct reports: two CAPS Scholarship Administration Directors and two CAPS Family Support Directors.
    Entry Qualifications:
    • Bachelor's degree in a related area from an accredited college or university and six (6) years of job-related experience, which includes four (4) years of subordinate managerial or supervisory experience in a human service delivery program, or Related certification and five (5) years of job-related subordinate managerial or supervisory experience in a human service delivery program; or Five (5) years of experience at the lower level Sr Mgr, Social Svcs (SSM013) or equivalent position.
    Agency Preferred Qualifications:
    • Bachelor's degree in a related area from an accredited college or university and seven years of management of subordinate managers/supervisors in a human service delivery program.
    • Two years or more of experience in child serving, state or community program or organization
    • Two years or more of experience working with vulnerable populations, including families experiencing homelessness, children with disabilities, and those whose home language is not English
    • Two years or more of experience working with low-income families
    • Two years or more working on two-generational strategies and expanding a two-generational network
    • Two years or more facilitating an advisory group or committee
    • Two years or more collaborating and developing partnerships
    • Knowledge of CCDF federal regulations
    • Knowledge of programs and services at state and community level which benefit vulnerable children and their families
    • Two years or more of experience collaborating with state and/or community programs/services to connect families to these resources
    Technical Competencies:
    • Excellent communication skills, both oral and written, and organizational skills.
    • Demonstrated ability to form and maintain collaboration among partners.
    • Demonstrated ability to develop and deliver training and presentations.
    • Intermediate level computer skills in Microsoft WORD, EXCEL, and POWERPOINT.
    • Intermediate level skills in data analysis to inform data-driven management and decision making.
    • Ability to develop trusting relationships with early care and education stakeholders through active listening, problem-solving, and interpersonal skills.
    • Ability to manage own time, set priorities, work without direct supervision, and contribute to team atmosphere.
    • A comprehensive understanding of early care and education settings, as well as both state and community programs and resources for eligible families.
    • Strong knowledge/experience of program development and implementation.
    • Experience working with diverse communities and sensitivity to needs and concerns of various cultural groups.
    Physical Position Requirements:
    • The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.
    • Close visual acuity to perform an activity such as preparing and analyzing data; viewing a computer terminal; extensive reading, and visual inspection.
    • Full range of hand and finger motion for data entry purposes.
