    The incumbent maintenance mechanic supervisor has technical and administrative responsibility to provide supervision, advice and help to develop programs for the maintenance section of Engineering Service.


    The incumbent foreman is responsible for the efficient and economical accomplishment of work assignments utilizing the resources of assigned craftsmen plus electricians, mason/plasterers, maintenance mechanics and pipefitters borrowed from the other maintenance and operation shops and several temporary or compensated work therapy employees.


    Duties include, but are not limited to:

    • Collaborates with the chief and engineer manager in the establishment of overall goals and objectives and works closely with project engineers and technicians and the using services to develop practical and cost-effective conceptualizations and alternative solutions for installation, renovation and improvement projects.
    • Determines supply and equipment needs for the construction projects and ensures that materials are requested in a timely manner to ensure that the work progresses smoothly and without necessary interruptions.
    • Provides training for the various trades involved in the construction.
    • Coordinates trades work and periodically inspects for accuracy and quality.
    • Ensures overall operational efficiency of the shop and for the storage and upkeep of supplies, tools and equipment.
    • Ensures that the lock out/tag out policy is followed for safety precautions.
    • Demonstrates knowledge about the operations, maintenance, layout and interfacing of all equipment and utilities within his/her specific areas of expertise.
    • Participates and actively contributes (as requested by the project engineer) his/her technical knowledge and understanding of the medical center's physical plant in design reviews and in intermediate/final inspections of construction projects.
    • Plans workload, sets work priorities and deadlines, and coordinates work operations among units to complete operations or provide services.
    • Directs the work of the maintenance and grounds section that includes a variety of trades.
    • Makes changes in organization of work or assignment of functions to improve work flow and services rendered and to increase productivity.
    • Coordinates with representatives of other units to work out changes and problems that affect outside organizations.
    • Prepares plans to meet substantial changes in workload and proposes and justifies revisions in staffing levels, work priorities, and deadlines.
    • Analyzes work requirements and determines staff resources, equipment, and other resources needed to accomplish work assignments, and make adjustments among subordinates as deemed appropriate.
    • Reviews and analyzes records and reports of work production costs as well as equipment and staff resource utilization to evaluate progress and to control or reduce costs.
    • Reports progress and resolution of problems in achieving goals and objectives to higher levels of management.
    • Reviews and selects new employees for the maintenance section.
    • Certifies time cards, approves leave, and initiates promotions, reassignments, disciplinary actions and other personnel actions.
    • Evaluates performance and recommends performance awards.
    • Performs technical/administrative work involving managing, administering, and operating services and programs related to the operation and safety of the medical center facilities.
    • Responds to emergencies and organizes response teams as needed to mitigate codes.
    • Engages in activities related to the management and/or administration of facilities.
    • Performs supervisory work related to facilities operations and maintenance.
    • Provides training for the various trades involved in the construction and coordinates their work and periodically inspects for accuracy and quality.
    • Ensures overall operational efficiency of the shops and for the storage and upkeep of supplies, tools and equipment.
    • Maintains appropriate training as a Contracting Officer's Technical Representative, Department of Transportation and Occupational Safety and Health Administration safety training.
    • Integrates infection control risk assessments into all projects and assures that projects undertaken by contractors are compliant.
    • Ensures that all operations comply with and support all aspects of the environmental management program.

    OUT ELEMENT:

    Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

    Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

    Skill and Knowledge Required by the Position:

    • Knowledge of a wide range of maintenance and operations concepts, principles and methods applicable to varied and complex problems, projects, studies and contractual relationships when employed to complete maintenance. Problems encountered demand skill sufficient to modify standard practices, adapt precedents and make significant departures from existing approaches and techniques. Ability to supervise. The incumbent is responsible to be fully knowledgeable about the operation, maintenance, layout and interfacing of all equipment and utilities within his/her specific areas of expertise. He/she participates and actively contributes his/her knowledge and understanding of the Medical Center's physical plant in design reviews and in intermediate/final inspections of construction projects. The purpose is to assure that the medical center receives full value from the construction project and to assure that the Maintenance personnel are completely familiar with the operational and maintenance requirements of additions and renovations to service equipment prior to acceptance by the government.
    • Investigates, analyzes, reviews, plans and advises on various unusual, controversial or technically difficult problems or conditions. Work results are critical to the successful completion of diverse maintenance projects or programs. Ability to communicate with a wide range of professional and administrative personnel locally and throughout the agency, at other federal agencies, in state and local government and private industry. The incumbent must have a good understanding of engineering operations. Decisions regarding what needs to be done and how it should be done are based on knowledge of the duties, priorities, commitments, policies and program goals of the maintenance section of Engineering Service. This requires an analysis of the issues involved for each assignment to ascertain the most effective way to accomplish the task.
    • The incumbent must frequently interpret and adapt the general guidelines to specific problems utilizing their own initiative. Technical, regulatory and policy guidelines are often broad and nonspecific. The maintenance supervisor is required to us e resourcefulness a nd perception, based on experienced judgment, to adapt or interpret general guidelines; to deviate from or extend traditional practices, methods and techniques or to resolve situations where precedents are not available or not applicable. The maintenance supervisor receives general supervision from the maintenance & operations supervisor who establishes overall objectives and resources available. The maintenance & operations supervisor and the maintenance supervisor jointly develop projects, priorities and deadlines. The maintenance supervisor independently plans and carries out assignments, interprets policy, coordinates work with others, resolves most of the conflicts that arise, and keeps the supervisor informed of far reaching implications. Completed work is reviewed from an overall standpoint in terms of feasibility and effectiveness in meeting requirements. He/she keeps time cards for all employees in the maintenance section, schedules leave and evaluates performance. The supervisor is responsible for morale of the maintenance and grounds section personnel and for the assurance of safe working conditions.

    Physical Effort:
    Sustained physical effort is required to work for long periods of time in uncomfortable positions.

    Inspections of completed work may take the supervisor into high spaces, subject to crawling into small spaces, kneeling, squatting, bending, reaching above the shoulder, etc.


    Working Conditions:
    Work is performed inside and outside in varying weather temperatures and in dry, humid, and/or damp conditions. Work area may be cramped, dirty, noisy, dusty, etc. Exposure to possible electric shock, bums, cuts, bruises, and strains is generally applicable. May be exposed to fumes, smoke, or gases and may work with solvents, grease, and oils. Works around machinery and moving parts and around moving objects or vehicles. Performs work from ladders, scaffolding, and platforms and may work above ground level and in manholes.
