    StarCare Specialty Health System (StarCare) is in search of Licensed Chemical Dependency Counselors (LCDC) to join the Region 1OSAR (Outreach, Screening, Assessment & Referral) Team The OSAR program is typically the first point of contact for individuals seeking substance abuse treatment services. The OSAR program provides confidential screenings and assessments for substance use disorders to determine the level of care needed. Region 1 OSAR covers 41 counties in the West Texas Region.

    OSAR /LCDC Case Manager Responsibilities:
    • Provide Outreach, Screening, Assessment and Referral for individuals in need of substance abuse treatment services in Region I.
    • Conduct eligibility screening for children and adults, determining financial eligibility into services.
    • Provide motivational interviewing and/or crisis intervention, referral and follow-up to community treatment and related services.
    • May provide assessments for customers clinically indicated by the screening.
    • Complete and enter service plans into CMBHS computer system.
    • Monitor computer databases and manage interim services for clients on Region I waiting list for residential treatment.
    • Interim services may include group education, when assigned.
    • OSAR Case Managers are expected to deliver, at a minimum, 80 hours of direct service time per month.
    • Complete required documentation.
    • Communicate information to supervisor and other Agency staff members; and assist with special projects or assignments as requested.
    Schedule: FULL-TIME and PART-TIME positions available.

    Work is performed Monday through Friday, 8am - 5pm with flexibility to meet program needs.

    Company cell phone and personal computer are provided. Reliable transportation is required as this position requires travel throughout the 41 counties of Region 1. Mileage reimbursement is provided at the state approved rate.

    Qualifications
    • Current Licensed Chemical Dependency Counselor (LCDC), required.
    • Bachelor's degree from an accredited college or university with major in the human services field (Psychology, Social Work, Human Development/Family Studies, etc.), preferred.
    • Two (2) years of full-time related work experience in substance use services or social worker field, required.
    • Bilingual (English/Spanish), preferred.
    Additional Requirements
    • Candidate must qualify as a Qualified Credentialed Counselor (QCC) under the Texas Health and Human Services guidelines.
    • Knowledge and skill in operating standard office equipment (phone, fax, copier, etc.) and personal computer with Microsoft office products is required.
    • Knowledge of state data system, CMBHS is preferred.
    • Travel throughout the 41 county region is required.
    • Candidate must have a valid Texas driver's license and be insurable under the Agency insurance.
    • Must pass pre-hire background check and drug screen.
